Dear J Smith,

Freedom of Information (FOI) Act 2000: Request for information

Thank you for your request for information that was logged on 29 December 2009. You have requested the following information:

  1. A copy of the invoice addressed to the City Council for the purchase of the 200 new security devices referred to in Mr Fitsall's report dated 1st October 2009.

  1. Copies of all correspondence covering any consultation undertaken prior to purchasing those 200 devices and specifically related to those 200 new security devices.

In view of your request, I can advise you of the following:

  1. Westminster City Council (WCC) does not currently hold copies of the invoices in relation to the 200 new security devices for Motorcycles. The invoice or invoices will not be supplied to the City Council until all security devices have been installed. This is because the installation cost will be included.

As a result it is not possible to provide this information in the format you have requested. However, I can advise that these new security devices (the BA10 ground anchor) were provided at a cost of £207.35 per anchor by the Metric Parking Group. Please note that installation costs are not included in this figure.

  1. No specific consultation was undertaken in relation to this particular make of ground anchor (BA10 Ground Anchor) prior to purchase. However, ground anchors and Sheffield Stands have already been trialled at a number of locations across Westminster. The City Council is encouraging feedback from motorcyclists on the types of security devices available and their suitability. It is still possible for motorcyclists to make suggestions on the types of security devices via the Council's website.

If you are not satisfied with this response please set out your reasons in writing and send to:
