I write in relation to your Freedom of Information request received by the central FOI Team on 23rd December.
You have requested the following information with regard to CCTV Camera 268 (C), Theobalds Road and specifically in relation to the date and time of 01/11/09 at 12:23:-
Camera Operator Name (or operator number)
We do not release individual operator names. The CCTV Enforcement Officer Number is CEO 2312.
SIA License number for the specific operator
You have referred to an SIA Licence which is issued by the Security Industry Authority. However, this is only required for licensable activities of a public space by a surveillance CCTV operative. Parking enforcement CCTV operators are not legally required to have an SIA licence because they do not carry out a licensable activity.
The operating resolution of the camera
I would refer you to the following link which confirms that all of the cameras used in Camden have been granted certification by the Secretary of State for Transport under the Transport Act 2000 and the Traffic Management Act 2004:
Please refer to the document titled `List of Approved Device Certifications' which confirms the certification of cameras used in Camden and `Civil Traffic Enforcement - Certification of Approved Devices' which provides details of the minimum requirements with regard to operating resolution of cameras to enable certification to be granted.
Copies of any certification required by law for the camera to be used for traffic offences
The only legislative requirement is for cameras to be certified as approved devices and please refer to the link provided at number 3 above which confirms this.
From the time 12:23:00 to 12:24:00 on the 1/11/2009 how many offences did Camden record on that specific camera and what were they
On the date specified no contraventions were recorded by this camera.
How high is the specific camera above the footway

Why is the camera post black and not immediately visible to road users, who understandably, are concentrating on the road
The colour of a CCTV camera pole is not stipulated under legislation. They are painted black to match other street furniture.
