The database used in Lambeth does not currently allow us to prepare a list of 24 hour premises & their addresses.
From statistics we submit to the DCMS I can tell you that we have the numbers of 24 hour licences as at 01.04.09;
Pubs bars & nightclubs 27
Supermarkets and convenience stores 54
Hotel bar 1
Although these licences permit 24 hour opening our experience is that many do not take advantage of the full hours they are permitted to use, especially during the week.

Dear John Smith,
Thank you for your response. Unfortunately, you have not provided
me with the information that I requested. I asked for a list of 24
hour off licences in the London Borough of Lambeth, which hasn't
been provided. If you are able to tell me that there are 54
supermarkets and convenience stores with 24 hour licences in
Lambeth, then you must be able to supply me with a list of
premises. No other London borough has had a problem providing this
information.

Dear Mr Jackson
A response was sent to you by my colleague Elsie Grace on the 29th September 2009 and I attach a copy of that response. She offered some statistics but was unable to provide a full list of 24 hour off-licence premises "because the database wont allow it".
What she meant to say was that because the information was not organised in a way that it could readily be produced as a list, it would have taken too much staff time to extract and analyse the data. Under Section 12 of the FOI Act, public authorities are not obliged to provide information in response to FOI Requests where the amount of work involved would exceed "the appropriate limit". For non-central government public authorities that limit is set at a cost threshold of £450 which at the prescribed hourly rate of £25 per hour as specified in the FOI Fee Regulations equates to 18 hours or more of staff time.

Dear Richard Gardner,
Thank you for your response.
I am unhappy with the way that you [Lambeth] have handled this FOI
request as you didn't provide me with the information that I
requested and you did not issue me with a formal refusal notice.
I don't beleive that it would take over 18 hours for you to
retrieve a list of 24 hour off licences in Lambeth.
I don't understand how you can tell me that there are 54
supermarkets and convenience stores that are licensed to sell
alcohol 24 hours a day, yet you cannot supply a list. How do you
know there are 54 24 hour off licences if you are unable to extract
this information?
The register of licensed premises should be in the public domain
but it's not available on your website so there is not even a way
for me to find the information that I'm looking for.
In addition to the above, you have also been extremely slow in
replying to my emails which I feel is unacceptable.
Please can you ensure that this email reaches your manager, Ian
Goodwin.

significant number of these do not make full use of the hours potentially
