Dear Mr Bernard
Re: Request for an internal review
Please accept my sincere apologies for the delay.
Thank you for your email of 25 January 2010 in which you requested a review of the way in which your
request for information under the Environmental Information Regulations had been handled. I can
confirm that I have concluded my investigation and my findings are as follows.
With regard to documentation relating to the formulation of the policy that was provided in our previous
response, I can confirm that Cambridgeshire County Council does not hold any further information. I
can also confirm that there is no information held in relation to, or copies of, risk assessments in
existence.
Information regarding the number of pedestrian injuries likely to arise from the policy is not, nor has it
been recorded.
In relation to the specified network of foot and cycle ways which is referred to in the policy, this
network was defined by Divisional Maintenance and Traffic Engineers over ten years ago as being the
most used routes in major towns in Cambridgeshire. We are unaware of any further guidance either
locally or nationally. We are able to supply you with a copy of maps which show this network if you
feel this would be of use to you. If so, please contact me and I shall make arrangements to have
copies made up and sent out to you.
The criteria used to determine whether icy conditions warrant the application of grit are defined in the
policy as being;
When the five day forecast would not rise above zero for several days and when ice is forecast to form
on footways; and
Where the condition continues after midday on any individual day.
It also states that gritting will only take place where there is sufficient residual salt left after
precautionary salting and enough to maintain protection of main routes. These criteria have been
established through practice rather than by guideline and therefore, there is no information as to their
development.
As stated in our previous response, Cambridgeshire County Council does not and never has recorded
information about when these criteria have been met and we are therefore unable to provide you with
any further information on this point.

Therefore, in response to your request, I am satisfied the you have been provided with as much
information as there is available with regard to the foot and cycle way gritting policy.
If you are dissatisfied with the outcome of this complaints process, you may apply directly to the
Information Commissioner (ICO) for a decision. The ICO can be contacted at: The Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
Yours sincerely,
