RE: Request for Information
Thank you for your email enquiry of 17th December 2009 in which you asked for the following information from the Ministry of Justice (MoJ):
the latest copy of your IT Strategy / Strategies, including any "e" or web strategies;
the names of any applications that you have purchased to manage your HR, Purchase to Pay, Finance, CRM, time sheet (including flexible working time) and IT Service Desk and/or Help Desk data.
the date and the initial capital and other costs for the initial implementation of these applications;
the names of the organisations that you have entered into a contract with to: firstly, supply these systems and secondly, perform annual support;
the values of any annual support costs that are payable in relation to these systems, broken down by system and organisation the fee is payable to;
the expiration date of the contracts for each of these applications.
Your request has been handled under the Freedom of Information Act 2000 (FoIA), and for ease of reference I have replied to your questions in the order they have been raised.
The latest copy of your IT Strategy / Strategies, including any "e" or web strategies:
Following the formation of the Ministry of Justice the IS/IT strategies of the former Department for Constitutional Affairs, the National Offender Management Service and the Office for Criminal Justice Reform are under review. Progress on the restructuring of the ICT organisation in the Ministry can be found on page 49 of the Ministry of Justice Corporate Plan 2009-11 (see link: http://www.justice.gov.uk/docs/corporate-plan-2009-11.pdf ).
The Ministry of Justice does not publish a separate ICT Business Plan, but information on ICT is included in a report of Ministry of Justice IT in the Departmental Annual Report. This appears on pages 70-71 of the 2008/09 Report (please see link at: http://www.justice.gov.uk/publications/justice-annual-report-2008-09.htm ).

The finance, procurement and payroll helpdesk services for Her Majesty's Courts' Service (HMCS), Tribunals, Wales Office, and MoJ Headquarters are managed services delivered by Liberata under the Aramis contract.
The MoJ IT Service and Help Desks for Her Majesty's Courts' Service (HMCS), Tribunals, Wales Office, and MoJ Headquarters are managed services provided by Atos under DISC (Development, Innovation and Support Contracts).
The HM Prison Service (HMPS) IT Managed Services are delivered by EDS (Electronic Data Systems) under the Quantum contract.
The National Probation Service ICT services are supplied by Steria under the OMNI contract.
The date and the initial capital and other costs for the initial implementation of these applications:
The ARAMIS PFI contract was awarded in January 1998. The capital value of the contract is estimated at £39.5m, out of a total expected contract value of £281.66m. See under (f) below, for details of the period covered.
The IT infrastructure contract for Her Majesty's Courts' Service (HMCS), Tribunals, Wales Office, and MoJ Headquarters, under which the IT Service and Help Desks are now maintained, was awarded in September 2006. The overall value of the infrastructure and applications contracts under DISC at signature was £500m, over a seven year period.
The HMPS Quantum contract was awarded in February 2000. The value of the contract at signature was £200m, over a twelve-year period.
The National Probation Service OMNI contract was awarded in January 2006. The value of the contract at signature was £120m, over a six-and-a-half year period, with the option of extending to a maximum term of ten years.
The costs of the last three are published in the answer to a Parliamentary Question asked by Pete Wishart, MP, on 9 July 2008 (please see Hansard link:http://www.publications.parliament.uk/pa/cm200708/cmhansrd/cm080709/text/80709w0010.htm#08070966001463 ).

The expiration date of the contracts for each of these applications:
The Aramis contract expired in January 2007. IT services were extended to July 2008. Accounting and payroll services have been extended to June 2010 with an option to extend to June 2011. Under the Service Level Agreement, the entire contract was rolled over for the extended period, so remains a PFI in nature even though the capital investment underlying the contract has been paid for.
The DISC contracts are due to expire in 2013.
The Quantum contract is due to expire in 2012.
The OMNI contract is due to expire in 2012.
As part of our obligations under the FOIA, the Ministry of Justice has an independent review process. If you are dissatisfied with this decision, you may write to request an internal review. The internal review will be carried out by someone who did not make the original decision, and they will re-assess how the Department handled the original request.
