Freedom of Information Act Request re Waste Recycling

Thank you for your request received in this office on 10th December 2009.

The Information you requested is:

Please find attached details of materials collected for recycling in orange bags, at recycling points and at civic amenity and recycling centres.  The spreadsheet provides year on year tonnages of recycled, composted and landfilled waste.

Currently the following materials are exported by our recycling Contractors:

Tetra Pak to Sweden to a plant specifically designed for the recycling of this material into its component materials. 

Some newspaper to the Netherlands for recycling into newsprint at a purpose built facility. 

Cardboard to China where it is recycled into new cardboard at a purpose built facility

Our recycling contractors are responsible for evidencing that the materials are appropriately recycled.

Targets

The targets that Pembrokeshire works towards are those set by the Welsh Assembly Government in order to comply with EU waste directives.

`Wise about Waste' - the National Waste Strategy for Wales (Welsh Assembly Government, 2002) sets out minimum recycling and composting targets for each local authority to deliver in order to comply with EU waste directives:

Towards Zero Waste

Landfill Directive Targets

The EC Landfill Directive sets mandatory targets which, for the UK, require the following:

The Welsh Assembly Government has translated this into a biodegradable municipal waste landfill allowance for each authority.  Below are Pembrokeshire's allowances to 2019/20.

PEMBROKESHIRE'S STRATEGIC VISION 2009/2014 - WASTE MANAGEMENT

•           By 2009/10 achieve at least 40% recycling/composting with a minimum 15% composting and 15% recycling

•           By 2012/13 achieve at least 52% recycling/composting to include a minimum 12% Anaerobic Digestion of source separated food waste

•           To meet landfill diversion targets beyond 2009/10 in accordance with `Future Directions' Paper

•           By 2012/13 achieve a maximum level of residual household waste per inhabitant of 295kg per annum

•           Provide kerbside recycling to 100% of households

•           Provide residual waste treatment facility

•           To provide separate food waste collections and treatment in accordance with emerging national policy and available grant aid

•           Raise the profile of waste management

•           Better informed front-line staff
