Dear Chris,
FREEDOM OF INFORMATION ACT 2000 - REQUEST FOR INFORMATION - RE - CONTROLLED PARKING ZONES
Thank you for your request for information received on 5th December 2009 and subsequently clarified on 7th January 2010 requesting information on the above.
You specifically requested the following to which I correspondingly reply:
Your Point 1: “A list of individually-defined Controlled Parking Zones, as
defined per Regulation 4, TSRGD 2002.”
Subsequently clarified as follows:
“In relation to item 1, a list of all "Controlled Zone" schemes shall suffice.”
Please find below a list of individually defined Controlled Parking Zones as defined per Regulation 4, TSR&GD 2002
The four controlled zones within the City & County of Swansea are
The 1996 Swansea Controlled Parking Zone
The Enterprise Zone Controlled Parking Zone 2005
The Sandfields Controlled Parking Zone 2006
The St Thomas Controlled Parking Zone 2009
These are illustrated in the drawing named “T786-001 layout” which I have attached to my reply.
Your Point 2: “The extent of each individual Zone in item 1.”
Subsequently clarified as follows:
“In relation to items 2 if the extent of each Zone is specified in the Order, the Order iteslf shall suffice. I am not looking for *all* restrictions, only those specified as zonal/blanket restrictions.”
With regards to your point 2 `The extent of each individual Zone in item 1' and point 3 The Traffic Regulation Order or Traffic Management Order for each individual Zone. The request is specifically for the final; Orders themselves'
As per your subsequent clarification comments above; please find copies of the Traffic Regulation Orders attached to my reply as jpeg files.
Your Point 3:”The Traffic Regulation Order or Traffic Management Order for each individual Zone. The request is specifically for the final Orders themselves.”
Subsequently clarified as follows:
“In relation to items 3 if the extent of each Zone is specified in the Order, the Order iteslf shall suffice. I am not looking for *all* restrictions, only those specified as zonal/blanket restrictions.”
Please see above.
Your point 4: “For each zone listed in 1(a), a copy of the design diagram or specification for the signs on entrance to each zone produced by the Council. There is no need to provide copies of the diagrams from Schedules 1-11 to the TSR.”
Subsequently clarified as follows:
”Unless a non-standard or specially authorised design is used, it shall be sufficient to list for each Zone the working diagram number (e.g. P662) with the details of any variation (e.g. "ticket" substituted for "controlled"), that should appear at the each entry of that Zone - for the avoidance of doubt, this should be one item per Zone, and copies of the DfT standard working diagrams need not be supplied. It will not be sufficient to say (e.g.) "a Controlled Zone sign", since there are several different approved designs for different purposes. This information presumably must be easily accessible in order for the Council to fulfil its duties under reg.18 SI 1996/2489. If this is not stored but is derived from the Order by Highways each time a replacement is needed, it will be enough to say this.”
Please find attached a drawing titled Sign Plate Designs detailing all signs used within the aforementioned zones.
If for whatever reason you are unhappy with our response, you should first take the matter up through the Council's FOI Review Procedure. The Corporate Complaints Manager, Mr. Huw G. Evans, can be contacted on 01792 637345 or by writing to City and County of Swansea, Room 3.3.8, County Hall, Swansea SA1 3SN.
If you are still unhappy, you can apply under s. 50 of the Act to the Information Commissioner, who will determine whether or not your request has been dealt with correctly. The Information Commissioner for Wales can be contacted by writing to the Information Commissioner's Office - Wales, Cambrian Buildings, Mount Stuart Square, Cardiff CF10 5FL.
Yours sincerely,
Freedom of Information Officer,
