Thank you for your request for information that was logged on 4 December 2009. You have requested the following information:
Please tell me how you are making motorcyclists aware that they can suggest which types of security devices are to be installed in Westminster motorcycle parking bays. If the answer is only that they can make suggestions on your website, please tell me how you are driving Internet traffic from motorcycling community to your suggestions web page?
Please tell me what consultation was carried out on security devices before you purchased 200 security devices? I am asking for consultation SPECIFIC to the 200 devices purchased.
Please tell me what type of security devices have been purchased? This question refers to the 200 devices that the council claim to have purchased.
Please tell me the locations where these 200 devices are to be installed?
Please tell me the cost of these 200 security devices?
In view of your request, I can advise you of the following:
Suggestions in relation to the security devices can be made in writing to the City Council. In addition, suggestions can also be made via the Council's website and the link to the web page below provides information on how to do this:

For the purpose of the FOI Act 2000, WCC does not hold information on how Internet traffic from the motorcycling community is being directed to the above suggestions page.
However, WCC has endeavoured to ensure that its website contains relevant data on its services, from which the public can access. Those visiting our website should be able to access information concerning the MCS, or data on the security devices. Nevertheless, those experiencing difficulties can contact Parking Services for further information.
In addition, various Cabinet Member reports, specifically 12 May & 1 October 2009, have highlighted the Council's commitment regarding the installation of further security devices and that feedback from motorcylists on these devices was actively encouraged.
Furthermore, advertising, outlining the MCS in general, was placed at every motorcycle bay before and after implementation. Flyers encouraging early sign up to the scheme, and advertising the website, were also affixed to motorcycles.
No specific consultation process was undertaken in relation to the recently purchased 200 ground anchors. However, WCC has already installed this type of ground anchor before, during the implementation of the Motorcycle Charging Scheme, and feedback on the current devices can be submitted via the aforementioned web link or in writing.
The type of security devices recently purchased is the BA10 ground anchor.
The locations as to where these devices are to be implemented have yet to be determined. Please refer to the Cabinet Member Report, dated 1 October 2009, paragraph 4.6.5 “upon enactment of the permanent orders work to install more devices can recommence. In September 2009,200 new devices have been purchased and a programme of implementation is being developed”. The web link below, will allow access to this information.
