Thank you for your recent request to the Council. You asked to be provided with the following information:

The Freedom of Information Act 2000 gives any person the right to make a request to a public authority for information that it holds. This entails that the information is recorded, in accordance with the definitions under section 84 of the Act. This response, therefore, will provide the answers to your questions where the information is held by the Council.

  1. How much money estimated to have been stolen by the "Albanian Mafia" annually from 2005?

It is not possible to provide you with the requested information. This is because the parking meters in use by Westminster Council do not maintain a total of how much money has been paid into them. This entails that it is not known how much money they contain at the time of any theft, and it is not possible, therefore, to calculate the amount stolen by a particular party or parties.

This information is not held for the purposes of section 1 (4) and, therefore, we are unable to provide it.

  1. How much did Westminster's Bullion services cost to run annually from 2005?

The contract cost of running the Westminster Bullion services, with regard to Parking Meters, annually from 2005 were as follows:

2005 - £470,877.16

2006 - £444,278.12

2007 - £430,949.48

2008 - £170,427.92

2009 - £52,991.64

  1. Do councilors and Westminster Employees base decisions on newspaper reports as a matter of course?

This is not a request for recorded information. For the purposes of section 1 (4) of the Act, this information is not held by the Council and we are, therefore, unable to provide it.

  1. What overarching reasons were applied to make a decision to push forward with a [cashless parking] system?

The figures in support of the cashless parking system are available on the internet, as referenced in your original request.

Additionally, a statement of decision, which is available on the Westminster website, provides the reasons for implementing a pilot of the cashless parking system:
