The full contract signed with Dotted Eyes Ltd. for the delivery of this police 
crime map. 
 
The contract with Dotted Eyes Ltd was not awarded as a result of a formal tendering 
exercise, as you will see from the enclosed documents, quotations were sought for 
the supply of software and software development. The accepted quote from Dotted 
Eyes Ltd resulted in the development of the COSMOS system which was the 
foundation for the current “Myneighbourhood” application.  
  
The terms of service for the website (uptime, user response time, timely update 
of data) -- this may be included in the contract or as a separate agreement.

The cost of the contract 
 
West Midlands Police have spent approximately £160,000 which includes COSMOS 
and the subsequent My Neighbourhood website.   
 
Aggregated details about visits to this site so far -- which,
 according to the 
privacy policy, are "used to monitor the usage of
 our website and improve the 
service provided."
