You requested: Ms Joanne McCarthy, Customer Services operations manager Bolton Council has 
point blank refused to provide to me the phone number of Mr Mike Quinlan, Team Leader 
Environmental Services, therefore under the FOIA could I please have the Phone number of Mr 
Quinlans office in Bolton council, so I may discuss with him about why my bin and the bins of my 
12 neighbours have not been emptied for 4 weeks.
