FOI Request: Spending on Additional Support for Learning

Thank you for your FOI request regarding the above subject. I have collated the information you require for question 1. However, I am unable to provide you with the answers to your other questions to due cost. Please refer to my below explanation.

Question 1: Please provide information confirming how much money your local authority has spent or is spending on implementing the Additional Support Needs framework (as provided for in the Education (Additional Support for Learning) (Scotland) Act (2004)) in:

a) 2006-07 - £7,103

b) 2007-08 - £7,037

c) 2008-09 - £7,558

d) 2009-10 - £7,777 (estimate)

The resources required to comply with your full request would involve resources that would incur costs in excess of the upper limit of £600 as set out in the Fees Regulations of Annex 3 of the Code of Practice on the Discharge of Functions by Public Authorities under the Freedom of Information (Scotland) Act 2002 and, as a result, I am refusing to release this information.

The cost is calculated as follows: 12 pieces of information (x) estimated time in minutes to go through/find each piece of information (60 minutes) (x) by 4 years (x) by the maximum hourly rate of £15.

12 x 1hr x 4 x £15 = £720

The review will be handled by staff who were not involved in the original decision. You will receive notice of the results of the review within 20 working days of receipt of your request. If you are still dissatisfied with the Council's response to your requirement for a review, you are entitled, under Section 47 of the Freedom of Information (Scotland) Act 2002 to apply to the Scottish Information Commissioner for a decision as to whether your request has been dealt with by the Council in accordance with Part 1 of the Act. Your application must be submitted in writing or in another form capable of being used for subsequent reference, and should be submitted before the expiry of six months after the date of your receipt of this letter.
