Dear Mr Waldron

In your email which we received on 06/11/09, you asked for the following information:

Q1. When were the use of `pay and display' machines initially discussed by the Council and at what meeting was the discussion held relating to the use of public on street parking machines, that give customers change versus the benefits of machines not giving change?

A1. The information requested is not available as `pay and display' within Harrogate town centre was originally implemented pre 1994.

Q2. Why was the decision made to use non change giving machines?

A2. The information requested is not available, but to my knowledge `pay and display' machines that give change were not available at the time of installation.

Q3. Over the last 5 years what has been the revenue generated from on street parking?

A3. 2004/05 £1,351,000.04

2005/06 £1,402,676.04

2006/07 £1,440,957.78

2007/08 £1,564,101.85

2008/09 £1,615,975.37

These figures are the true cash collected from the machines and include all overs and shortages that are recorded against the machine ticket value.

Q4. Over the same period year by year what additional revenue has been generated by these machines over and above receipts ie. By not giving change?

A4. Information not available see A3, above.

Q5. Can you confirm who gets the additional revenue?

A5. All income collected from the on street machines has stayed with the Council as a ring fenced account to fund NYCC approved schemes.

Q6. Can you confirm if this additional revenue through not giving change is included as part of the overall budget figure?

A6. See A5 above.
