RLC 13 December 2007: Speaking notes
[Information not relevant to request]
There were two applications from Barnsley in the first round, one group has
reapplied (RBFM), [Information not relevant to request]. Barnsley and
Penistone are around 11km apart:
RBFM Barnsley
A fairly strong application from a wel -established group based at Barnsley
YMCA. 15 RSLs, established volunteer base, a range of community links and
good evidence of demand and support for the service. Experience of
fundraising in the past, though no secured funding in place. It needs £145k
pre-launch, and £104k for year one. It has £38k worth of assets, including
studio and OB equipment. It proposes to take on 3 staff. 20% of income
anticipated from advertising and sponsorship the rest from grants.
It has says it wil particularly target the elderly and disadvantaged youth
(Dearne targets 25-54 year olds) but doesn’t real y demonstrate how the
proposed programming would focus on these groups, or that it is very distinct
from Dearne. It appears to be a ful service programme proposal of a mix of
music from the 60s to the present, but with no more than 20% of music being
“mainstream chart and classic hits”. A higher proportion of 60s and 70s music
wil be featured than can be found on Dearne plus some specialist
programmes with 40s and 50s music and 25-30% speech (Dearne is a
minimum of 15% speech in daytime).
Good proposals for providing access and training. It has a track record of
providing training to volunteers with an in-house training programme that has
been developed over 12 years, it includes an accredited training scheme.
