Freedom of Information Request - Information regarding the appointment of the Electoral Registration and Returning Officer

Thank you for your email dated 04 September 2008 which was received on 04 September 2008.

You are entitled under section 1 (1) of the Freedom of Information Act 2000 to know whether the Council holds the information requested and if so, to have that information communicated to you if no exceptions apply. I must point out that what you are entitled to is the information contained in a document, rather than a copy of that document, although very often the easiest way to provide the information may be to copy it.

If we believe that there is a good reason why any of the information should not be disclosed, we will let you know as much as we can about how we reached our decision.

The information that you requested was as follows:-

“Ms Janet Waggott is identified as having commenced her employment on 2 January 2007. Has she formally been awarded the position of Electoral Registration Officer and Returning Officer by the current Council of elected representatives, and is this subject to review each time a new Council is appointed (to ensure the linkage between the elected representatives and their constituents and the services the Council provides)?”

The response to your request is as follows:-

The Chief Executive was appointed as Chief Executive, Head of Paid Service, Electoral Registration Officer and Returning Officer at the Council Meeting on 7 September 2006 and she commenced her employment on 2 January 2007. The Chief Executive's job description and, conditions of appointment includes the responsibilities of the Councils Head of Paid Service under Section 4 of the Local Government and Housing Act 1989, Electoral Registration Officer and Returning Officer. The Chief Executives contract of employment is not a fixed term contract and is accordingly of indefinite duration. Those responsibilities are therefore not subject to review each time a new Council is appointed.
