Dear Mr Todd,
I am writing with reference to your request for information regarding Crime
Mapping website, dated 20th October 2009, made under section 1(1) of the
Freedom of Information Act.
You asked for the following information:
* The full contract signed with RKH for the delivery of the police crime map
* The terms of service for the crime mapping website
* The cost of the contract
Please find the response to your FOI request below.

The FOI Act obliges us to respond to requests promptly and in any case no later
than 20 working days after receiving your request. We must consider firstly
whether we can comply with s1(1)(a) of the Act, which is our duty to confirm
whether or not the information requested is held and secondly we must comply with
s1(1)(b), which is the provision of such information. However, when a qualified
exemption applies either to the confirmation or denial or the information provision
and the public interest test is engaged, the Act allows the time for response to be
longer than 20 working days, if the balance of such public interest is undetermined.
In this case, I can confirm that we do hold the information within the scope of your
request, but we have not yet reached a decision on where the balance of the public
interest lies in respect of either of the above obligations. We estimate that it will
take an additional 10 working days to take a decision on where this balance lies.

Therefore, we plan to let you have a response by 1st December 2009. If it appears
that it will take longer than this to reach a conclusion, you will be kept informed.
The specific exemption(s) which apply in relation to your request are:
Section 31 (Law enforcement) – the contract contains technical and security details
which would allow for the protection of the website to be circumvented. This will
aid any illegal intrusion into the website.
Section 43 (Commercial Information) – disclosure of technical and security details
will impact on the supplier of the website and the NPIA to adjust the protection
already in place to counter any details disclosed.
* The terms of service for the crime mapping website
This question, and in particular the phrase “terms of service” is capable of being
interpreted in several ways.
If the question follows from and relates to the first question and is about the basis
of the contract then we can advise that it was based on the 'Office Of Government
Commerce ICT Model Form Conditions Of Contract.' version 2.2 the current version
is at www.ogc.gov.uk/policy_and_standards_framework_model_ict_contract.asp
If the question is about the contract duration then the contract has an initial term
of 2 years and maybe extended by a further 2 years in total.
If the question is about the use by then the terms of service to the public are that it
is free of charge. Aside from explanatory text to aid interpretation of the
information there is no license or terms of use.
* The cost of the contract
The cost for the development was £228,000 this figure comprises
a) a sum of £200,000 for the main part of the service which, inter alia, combines
and aggregates the crime data that each of the Police Forces collect and publish;
presents statistical analysis; provides a comparison tool and the mapping
technologies & presentation layers. This was the sum refereed to by the Minister
of State (Crime and Policing), David Hanson during a BBC interview which can be
viewed at http://news.bbc.co.uk/1/hi/wales/8317221.stm and
b) £28,000 for the separate but integrated, information repository that contains
information about local policing teams, how to get involved, the policing pledge etc.
Separately £2,700 was spent on penetration testing and approximately £6,000
amount on additional technical services at the time of launch. The annual costs for

maintenance (to include minor developments) are £50,000 per year with a
provision for minor indexation. The internal incremental costs to the Police Forces
would not be easy to collect but it is likely that these would be more than offset by
efficiencies in delivering a standardised nationwide solution and terminating
previous contracts and other arrangements.
Your right to complain
We take our responsibilities under the Freedom of Information Act seriously but, if
