Your request was received on 20 October 2009 and I am dealing with it under the terms of
the Freedom of Information Act 2000 (FOIA). In your email you asked for:
1) The number of licensed vehicles in North Yorkshire on December 31st 2008
The information is held. I can confirm the number of licensed vehicles in North Yorkshire on
December 31 2008 was 383,642. This information has been taken from the Department for
Transport, Vehicle registration and Licensing Statistics. The Link to this site is as follows:

2) The number of vehicles involved in North Yorkshire incidents that were dealt with by
the issuing of fixed penalty notices during the calendar year 2008 (to clarify I don't want
the total number of fixed penalty notices issued, or the number of drivers dealt with by
use of fixed penalty notices, but the number of vehicles involved in fixed penalty notices)
This information is not held on the vehicle register. We are unable to supply vehicle data as
fixed penalties only appear on the driver licence record and not the vehicle register. The only
statistical information we would have regarding fixed penalties would be those issued against
the driver.
3) The number of vehicles with "999" as part of their registration number in North
Yorkshire on December 31st 2008 (eg A 999 BCD or ABC 999 D)
I can confirm that DVLA holds information falling within the description specified in your
request within its databases.
However, we estimate that the cost of collating the information would exceed the appropriate
limit of £600.

Section 12 of the FOI Act exempts the DVLA from complying with a request where the cost
in determining whether we hold the information, and locating, retrieving and extracting the
information exceeds £600
Fujitsu, our IT supplier, who charge in excess of £600 per day, will do the bulk of this work.
It takes at least a full day for Fujitsu to write, test, schedule and run the query. Therefore the
cost will be above the appropriate limit as described above.
However, DVLA has commercial selling agents to whom we sell anonymised data. They may
be able to help you with your request. I have provided a list of them at Appendix A.
There will probably be a charge for any data they supply.
4) The number of vehicles in North Yorkshire with "999" as part of their registration
number involved in incidents that were dealt with by the issuing of fixed penalty notices
during the calendar year 2008
This information is not held. We are unable to supply vehicle data as fixed penalties only
appear on the driver licence record and not the vehicle register.
With regards to the above points two and four if you would like me to contact our
Management Information team, they maybe able to help in producing a report which shows
driver licence record holders with fixed penalties in North Yorkshire. DVLA would require
partial postcodes in order to run this data query.
If you wish for me to go ahead with this enquiry please clarify if you would like information
on a particular offence code or all offence codes for current driver licence records.
If I don't hear within three months from the date of this letter, then I will consider your
request closed.
You may also wish to contact the Safety Camera Partnership and the police who may be able
to help with your enquiry.
If you are unhappy with the decisions made by this Agency in relation to your request, you
