Re: Freedom of Information Request

Thank you for your recent request concerning the welfare checklists.

S1 of the Children's Act 1989 sets out the welfare checklist which the Court must consider when hearing an application for a care order. This is not that same checklist as the PLO. The PLO checklist is a pre-proceedings checklist under the PLO procedure.

From our preliminary assessment, we estimate that compliance with the first part of your request would exceed the appropriate costs limit under Section 12 of the FOIA as our information is not held in such a way that we can easily respond. It would take more than 18 hours to locate, identify and retrieve the information needed to give a full response.

In regard to part two of your request applications are signed by the Borough Solicitor on the instruction of the Director of Children's Services.

Most of the information that is provided in response to Freedom of Information Act 2000 requests will be subject to copyright protection. In most cases the copyright will be owned by The London Borough of Hounslow. However, the copyright in other information may be owned by another person or organisation, as indicated in the information itself.
