Dear West Berkshire Council,
Would you kindly inform me of the identity of the originator of the
request to reduce the speed limit from 30 mph to 20 mph in the
vicinity of 14 and 16 Reading Road, Pangbourne. The planning
application for demolition of these buildings which had been
refused quite rightly on the grounds of safe access to the
aforesaid road, and the subsequent appeals that upheld these
planning decisions were overturned probably as a result of this
reduction. Legal opinion is that this was quite likely to have been
a direct result of the change. I believe that it is extremely
important that the facts are made known and further action can be
considered by the community.

Request for information: Speed limit reduction
Thank you for your enquiry. I have checked the Consultation Finder and I
assume this is the Traffic Regulation Order advertised and consulted on
in August 2009 for a change to a 20mph speed limit in the Pangbourne
village centre:

If this is the case it appears the request was considered by the Speed
Limit Task Group on 7th May 2008, following a request to the Task Group
in 2007/8 to assess the speed limits in the village centre. I will
enquire further as to when and how this came to the Task Group. Please
note however that if the request was made by an individual, this
information would normally be exempt from provision by virtue of being
personal data.
If this is not the relevant Traffic Regulation Order, perhaps you can
point me to the appropriate Order.
The Order was approved by Executive Member Decision on 30th June 2008,
subject to the outcomes of the consultation, and the Report and minutes
of this meeting can be found here:

I note that the recommendation to provide a 20mph speed limit in the
village centre was extensive, and not limited to the area of road you
have referenced. It might be worth asking the Parish Council, as such
requests are often generated by PCs.

Request for information: Speed limit reduction
I have now confirmed with the Highways Service that West Berkshire
Council commissioned a Traffic Study for Pangbourne in January 2007, and
a Traffic Study report for Pangbourne was produced in July 2007 (see
attached). This report considered a number of issues to alleviate
traffic problems in the village centre, and made 5 recommendations, one
of which was a 20mph speed limit for the centre of Pangbourne.
11.4. That the introduction of a 20mph speed limit or 20pmh speed zone
be introduced in the village centre. (see page 39 of the Study)
My colleague Andrew Garratt, Principal Traffic & Road Safety Engineer,
recalls that the 20mph limit was discussed jointly between himself and
the Parish Council at a number of meetings to address the Parish's
safety concerns about traffic speeds and pedestrian movements within the
village centre. The Parish Council may be able to give you more
information about these discussions as minutes of meetings earlier than
2010 are not on their website.
As I explained in my earlier email, the change to the speed limit was
imposed across the centre of the village as a whole (not just outside
the properties you have named), and the request to the Speed Limit Task
Group was generated by the recommendations of the Traffic Study.
