Freedom of Information Appeal (FOI)
I refer to your recent FOI appeal request, which the Council received on 3rd November 2009.
I can now confirm that the review panel met on 27th November 2009 to conduct an independent review of your request. The review panel consisted of Brian Dawson (Head of Internal Audit and Corporate Assurance Manager), Mike Harding (Corporate Legal Manager) and Ann Banks (Risk and Governance Manager). Also present at the meeting were Brian T. Scott (Head of Corporate Governance) and Michaela Hamilton (Corporate Customer Support Officer. They were present to provide information to the panel, as the original decision makers, and did not take part in deciding your appeal.
The outcome of the appeal is that the previous decision is upheld. As stated previously, we do not centrally hold the information requested. To provide this level of information would involve a substantial and disproportionate exercise of trawling through individual files that would certainly exceed the cost threshold of the Freedom of Information Act 2000 i.e. 18 hours/£450. It is on this basis that your appeal is refused.
