Dear UK Statistics Authority,

I am making a formal request for the following information with
regards to the 2011 Census...

1 - Who made the final decision to award the US Military Contractor
Lockheed Martin the contract to collect and collate and process all
the information obtained from the UK population in the upcoming
2011 Census?

2- Considering the economic state of the UK finances why was the
£500 Million Census contract given to a US company and not a UK
company?

3-As it is unlawful for the British Government to deal with
criminal activities or those who partake in unlawful and illegal
practices....why was Lockheed Martin chosen?

4- Lockheed Martin have been found guilty of the following....

a,Illegally and Unlawfully spying on individuals and countries

b,Unlawfully and Illegally collecting and harvesting personal and
commercial data, secrets and information in direct breech of
sovereign and international law for financial gain.

c,Pro-actively lobbying for the Unlawful wars in Iraq and
Afghanistan for financial gain.( as many as 1 Million innocent
men,women and children have lost their lives as both a direct and
indirect result of this)

d,Manufacturing weapons of mass destruction ( Nuclear,Biological
and Chemical).

4...continued, as a result of the above a to d Unlawful and Illegal
actions what is the lawful reason that any living breathing
sovereign being in the UK is bound by to take part in the 2011
Census?

5- Will the information collected in the 2011 Census be used to
formulate any new taxes or increase old ones ?

6-Will any of the information collected in the 2011 Census be used
to formulate any Social Engineering policies?

7-As a living breathing, free and sovereign being bound only by
Natural Law ( Natural Law or Common Law is the highest law in the
UK and not Statute Law)what lawful authority do you think, assume
or presume to have over anyone to make them take part in the 2011
Census?

"Legislation is not the law, and the law is not legislation"

"authority over another sovereign being without their consent is
TYRANNY and is therefore Unlawful"

"any demands backed by coercive threat of force,financial
penalty,loss of liberty and freedom are Unlawful"

"everyone has equal standing, only with another's consent can you
have authority over them"

I have also requested clarification of safeguards (their January press release isn't, legally, worth the paper it's written on) in place should Lockheed Martin continue to hold the contract (sent 10/03/11) and alternative methods of data submission - awaiting reply.

Hi Guys,

One of the reasons I have made this request is that to be perfectly honest and blunt....the government have LIED about who will be able to view the information in your returned census's.

Yes our government will not pass on your details ( yeah right! ) but what they haven't told people is that any foreign company contracted to collect and sort the data and information can release any of it to whomever they choose , and under the US Patriot Act they are duty bound to supply the US government with any information they collect.

Also the way this TRAITOROUS government bend over and take it from the unelected dictators in the EU I wouldn't be surprised if this is actually the EU's first Census of this countries population disguised as a UK only census. After all they claim this could be the last UK census......in that case what is the point of doing this one, if there is not going to be another to check it against in 5 years......the next census will be a EU wide census I fell.

All backed by this TRAITOROUS government the House of Commons and Lords.

Dear UK Statistics Authority,

It has now passed the 28th April 2011 and you have Dishonoured a
lawful and legal request for information which in light of the
ongoing economic crisis in the United Kingdom and also the level of
fraud , corruption at all levels of government I am now seeking an
Internal review.

As the British public are always being told by various government
departments when they want to pick our pockets and further try and
restrict our freedoms " if you have nothing to hide, you have
nothing to fear"...

By refusing to answer the very reasonable questions I have put
forward considering the economy and the treason being committed
against this country and it's people and the dubious reasons given
for Lockheed Martins role in the Census and also the reasons and
assurances given by the Government with regards the the information
asked for in the Census ,I can only draw the conclusion THAT YOU DO
IN FACT HAVE SOMETHING TO HIDE, AND ARE ACTING BOTH ILLEGALLY AND
UNLAWFULLY.

Answer the questions please so you can put my mind at ease....

Without ill feeling ,will, vexation or frivolity.

Dear Mr Garratt

The Office for National Statistics (ONS) carries out the census in England
and Wales. The contract awarded by ONS in August 2008 to Lockheed Martin
UK is for the provision of some support services. It is important to note
that this contract is not with the Lockheed Martin Corporation of Bethesda
USA, but with Lockheed Martin UK which is a UK based subsidiary.

Lockheed Martin UK manages a range of support services for the 2011 Census
in England and Wales but is not responsible for the delivery, collection
or processing of questionnaires and will not have any access to personal
census data.

The news release issued at the time of the contract award is available on
the ONS website

The value of the contract is around **150 million. The estimated cost of
the 2011 Census over the period 2005-2016 is **482 million.

The contract award followed a lengthy procurement exercise of almost 3
years (the advertisement to start the procurement was placed in the
***Official Journal of the European Union*** in September 2005). In
selecting Lockheed Martin UK, ONS carried out a fully compliant
procurement in accordance with the requirements of European law and the
European Union Procurement Directives, which have been incorporated into
English law. The foundations of the rules are fairness and transparency.
Any organisation with the correct technical capability, financial
stability and experience therefore has the opportunity to compete openly
for Government business throughout the European Union without
discrimination. The award of the contract was on the basis of the most
economically advantageous tender that met all of the criteria. It looked
at ability to provide the services and risks associated with that. The
contract was awarded to a UK- based supplier who happened to have previous
census experience in the UK and internationally; this was Lockheed Martin
UK.

Lockheed Martin UK won the contract in competition having met all of the
evaluation criteria and their bid offered the best technical solutions and
the best value for money for the taxpayer. The contract has created
around 1,500 jobs in the UK. ONS considered no evidence of illegal or
unlawful activity with Lockheed Martin UK and nor is ONS aware of any.

The information that the census provides helps central and local
government to understand the needs of local communities, and plan and
prioritise billions of pounds of resources and public spending on housing,
education, health and transport services for years to come.

To ensure that the information covers everyone, completion of the census
is therefore required by law *** the Census Act 1920. Every person living
in England and Wales on 27 March 2011 has to either complete, or be
included on, a census questionnaire. Those few people who do refuse may
be prosecuted and fined up to **1000.

You have the right to have this response to your freedom of information
request reviewed internally by an internal review process and, if you
remain unhappy with the decision, by the Information Commissioner. If you
would like to have the decision reviewed please write to Frank Nolan,

Dear Paul Wearn,

Thank you for your somewhat long reply only answering the procedure
of how Lockheed Martin tendered for the contract for the 2011
Census.

Unfortunately you have not answered any of the other questions I
required answering , also to your point about Lockheed in America
not having anything to do with Lockheed UK as the UK is only a
subsidury may I point out that in law ALL COMPANIES ARE WHOLLY
RESPONSIBLE FOR THEIR SUBSIDURIES regardless how far at arms length
they are kept ( this is the excuse the BBC gives for committing
treason against the UK by accepting monies from the EU for the BBC
World Service to promote EU propaganda against this country ).

Also again to one of the questions you have avoided answering,
Lockheed Martin are one of the most corrupt companies on the planet
and have been proved so by the amount of court cases against it for
illegal activities, bribes etc.....and seeing how it is illegal for
the government to do business with any criminal organisation what
was the reason they were given the contract ( it certainly wasn't
that they give value for money is it? ).

I require ALL the questions asked in both my original FOI request
and the further request which I had to make after the first was
ignored , and not just a rehearsed answer as it seems I have been
offered.

This document proves that the EU demanded the census in all member countries and as far as the data staying here, well we knew that was a lie. Germany has not has a census since 1987 due to people being against it, but they held one 2011. Strangely enough, they state they only need 10% of forms returned to get the data required. When Cameron in opposition was vehemently against the census saying it was intrusive, costly and not very accurate, was just a smokescreen as the EU had already told all member states to hold one. Yet, over 400 people, myself included are being prosecuted at a hell of a cost to the tax payer. They can do what they like, but I will never comply.
