1) Total Number of Vacant Units within Town Centres and Local
Shopping Centres.
2) Type, demand, and number of market pitches in Hackney Central,
Stoke Newington High Street, Broadway Market, Dalston Major Town
Centre and Shoreditch (Outside the Special Policy Area) and other
shopping centre locations including Calvert Avenue, Chatsworth
Road, Hoxton Street, Garnham Street, Old Street, and Well Street.

this FOI request:
* What are the names of the Officers responsible for drafting and
deciding this Policy?
* How were the delivery monitoring indicators for Policy 14
selected?
* Were there any delivery monitoring indicators in use by the
Markets Department of the Neighbourhoods & Regeneration Directorate
prior the adoption of this policy circa 24th November 2010?
* May I be sent the any delivery monitoring data in use by the
Markets Department of the Neighbourhoods & Regeneration Directorate
for the past 5 years?
* Why is the ‘total number of vacant units within town centres and

14 when ‘we do not have any units within Town Centres or Local

Hello Ms Lay,
Thanks for this reply, may I request an internal review of this and
the previous reply to this request for information?
There has been no monitoring of service delivery, there is, so far,
no plan to deliver this policy, and funnily enough the indicators
listed for the purpose of monitoring delivery are completely
meaningless. Worst of all, the response to my request for
information have been incomprehensible. Maybe I simply don’t get
how the Street Markets Policy can be delivered effectively by
managers and professionals monitoring the number of vacant market
pitches in areas that have no market pitches either vacant or
populated to monitor. Has there been a simple mistake made here?
May I be sent copies from the previous five years of the ‘local
indicators which are annually assessed by the Planning Service to
monitor issues which are relevant to Hackney planning policy and
local circumstances’ that are now in use to monitor service
delivery of Policy 14, if available to public inspection?
Why is the answer to the question: ‘Why is one permanent trader on
Broadway Market described in this reply as `high demand'?’ exempt
by virtue of section 40(2) - exemption from disclosure of an
individual's personal information?
What were the powers under which ‘the Street Market designation [of
Chatsworth Road market] was removed circa 1996 hence only temporary
trading can take place’? I am under the impression that this is in
contravention of legislation and so I would like to receive a copy,
a PDF scan of the printed version will do for me, of the minutes of
the meeting at which both this decision was made and professional
legal opinion supplied.

Stoke Newington High Street, Broadway Market, Dalston Major Town
Centre and Shoreditch (Outside the Special Policy Area) and other
shopping centre locations including Calvert Avenue, Chatsworth
Road, Hoxton Street, Garnham Street, Old Street, and Well Street.”
* Hackney Central: no market, only one isolated coffee stall by the
Narrow Way, low demand;
* Stoke Newington High Street: no market, no demand;
* Broadway Market: Mon-Sat market, only one permanent trader during
the whole week. Saturday only is a farmers’ style market and
usually trades at full capacity with between around 70 – 80
traders. Number of stalls can range between 90-100, high demand;
* Dalston Major Town (Ridley Road): over 115 permanent traders and
over 60 temporary traders. Traditional market, 169 pitches, high
demand;
* Shoreditch: no market; no demand;
* Chatsworth Road: non-designated street market, only a 3-day trial
market operated on 07/11/10, 05/12/10 and 12/12/10. Moderate
demand, number of pitches not yet defined as it is still a trial

14th December 2010, (LBH68565-10). Under item 2, the Council
provided information on the status of market pitches in the
relevant borough's town centres and local shopping centres. To
clarify, the council's response should have stated that there are
no vacant units. I apologise for the error in the Council's
original response.
