Dear Mr Wright

Thank you for your email received by Transport for London (TfL) on 12
December 2010 asking for a web link for the TfL 2010 and 2011 fares
manual.

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and I can confirm that TfL does hold the information
you require.

Following customer research carried out by TfL’s marketing unit, we
decided not to publish a paper version of the fares guide as the results
of the research showed they did not meet the requirements of customers who
used them. Previous versions of the guide were found not to appear to
offer a clear guide as to the individual fare or ticketing product being
looked for. As the downloadable version of the guide was used to produce
the paper booklet, this has also been discontinued.

Additionally, the majority of respondents preferred to request information
about fares, tickets and connecting routes from staff at stations, by
calling us or going online so we re-designed our ticketing page on our
website to ensure that it contained the full fares information.

Dear FOI,

Thank you for your reply, however i asked about the Fares MANUAL -
that is the TfL document which sets out the full range of guidance
on what fares are available and the conditions applying, and is
much more comprehensive than the former Fares LEAFLETS - which you
state have been discontinued - or the webpages you quote which have
replaced them.

I would comment that the webpages are very long and complicated,
and so are of little use to print out and carry around.

They are also useless to those without Internet access.

Dear Mr Wright,

Thank you for your further email.

There is no such document called the ‘Fares Manual’. The document to
which I believe you are referring to was known as ‘Your Guide to Fares
and Tickets’ which was a comprehensive booklet featuring all available
fares and tickets. This is the document I had previously advised was
discontinued in 2009 with the information separated into three individual
leaflets for adult fares, child fares and concessionary fares since.

Therefore, as previously stated, there is no longer a comprehensive guide
that details the full availability of fares available for customers.

As has been mentioned, those without internet access may pick up the
relevant fares leaflet from their local station or, alternatively, could
contact customer services who will be able to provide a printed copy of
the information supplied on our website.

If I have misinterpreted or misunderstood your request, please do not
hesitate to contact me but I hope this clarifies the situation.

Thank you for your emails received by Transport for London (TfL) on 31
January 2011 regarding copies of staff ticketing guides and discontinued
documents relating to buses.

You asked for a copy of ‘A complete staff guide to ticketing on London
buses’ (an electronic document with information for staff about the full
range of bus tickets and passes, as described in the Big Red Book) and the
document that was discontinued in 2009 which now has the information
separated into three individual leaflets for adult fares, child fares and
concessionary fares since, (i.e. one electronic PDF version of each of
these three leaflets).

Please refer to the attached PDF documents. With regards to your request
for PDF copies of the three leaflets, in accordance with section 21 of the
FOI Act, TfL is not obliged to supply a copy of the requested information
if it is already accessible to you elsewhere. Please note that the three
leaflets for adult fares, child fares and concessionary fares have
recently changed, and there are now only two leaflets. They can be found

‘Your guide to fares and tickets’ contains information about Oyster
fares, cash fares (e.g. on pages four and five) and Travelcards (e.g. the
table on page seven). Zones 7-9 are mentioned on page 23.

(3) Please supply electronic copies of the 3 leaflets which presumably
applied from late 2009 to Dec 2010.

I will look into this and, in accordance with TfL’s Freedom of
Information Act 2000 procedure, a response will be provided to you by 24
March 2011.

2011 asking for further information about fares leaflets.

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and I can confirm that TfL has some of the
information you require. Please find our answers below.

(1) The Staff Guide is dated May 2009, and is out-of-date in some regards.

Yes, this is the most recent version of the requested document.

(2) The first leaflet only covers Oyster fares, and also makes no
reference to Zones 7, 8 and 9. What about cash fares, Travelcards, and Z7,
Z8, Z9?

The leaflet does contain information about Oyster, cash and Travelcard
fares. See pages 4, 5 and 7 for examples of these. Reference to zones 7, 8
and 9 is made on page 23. I have, however, attached a copy of the
corresponding leaflet covering Zones 7-9 and Watford Junction in detail.

(3) Please supply electronic copies of the 3 leaflets which presumably
applied from late 2009 to Dec 2010.

Having looked into this with our fares and ticketing department I have
discovered that we were incorrect about the three leaflets. Please accept
my apologies for this. Since the ‘Your guide to fares and tickets’
documents were discontinued in January 2010, the only comprehensive
published information on fares has been available at
[1]www.tfl.gov.uk/fares. I have therefore provided the 2010 copies of the
‘Getting around with Oyster’ and ‘Getting around with discounts’
leaflets, which preceded those previously supplied to you on 24 February
2011.
