Dear Tower Hamlets Homes Limited,

I am writing to request information under the Freedom of
Information Act 2000. In order to assist you with this request, I
am outlining my query as specifically as possible.

I request a comprehensive breakdown of all actual costs (2009/10)
incurred for the provision of refuse containers, including staff
and non-staff cost centres, broken down into as much detail as you
hold.

I would be interested in any information held by your organisation
regarding my request. I understand that I do not have to specify
particular files or documents and that it is the department's
responsibility to provide the information I require. If you need
further clarification, please contact me at this email address.
This request covers all blocks and estates managed by Tower Hamlets
Homes.

I would like to receive the information in open semantic electronic
form. (PDF is not open.)

Please provide tables, particularly very big ones, in an electronic
format that preserves both the machine-readable and human readable
information. Tables, for example, could be in XML, CSV, or Open
Document spreadsheet formats. This should also take less time for
you to prepare: you presumably already have the information on
computers. WhatDoTheyKnow.com lets you upload files. Google
documents offer one way of sharing spreadsheets publicly.

In the long run, I encourage you to provide this data on your
website. Data.gov.uk has information for public bodies about
releasing data:

If my request is denied in whole or in part, I ask that you justify
all deletions by reference to specific exemptions of the act. I
will also expect you to release all non-exempt material. I reserve
the right to appeal your decision to withold any information or to
charge excessive fees.

Dear Mr McDonald,

Further to your request on the bulk refuse clearance, I am happy to
explain the charges concerning the bulk refuse service.

What is Bulk Refuse Clearance and why do I have to pay for this
service? This is the first year that THH has started to collect the
cost of providing this service. In the past these costs have not
been recharged to leaseholders. This service consists of the
identification, removal and safe disposal of items of bulky waste
that have been dumped and left on the estate grounds. This is
different from the Councils free service to remove unwanted items
of furniture from a resident’s property by appointment which is
covered under the Council Tax. The items that are cleared under the
Bulk Refuse Clearance of which leaseholders are recharged for are
as follows · dumped general domestic refuse e.g. plastic rubbish
sacks, boxes and carriers

· white goods and other metal items

· furniture

· DIY waste (e.g. doors, banisters, sinks, baths, w.c.'s and
similar)

· garden waste (e.g. tree boughs, large quantities of hedge
clippings, bagged garden detritus or similar)

· all other abandoned items (e.g. wood, and car parts)

The recharge to leaseholders has been flat rated across all estate
properties regardless of GRV.

This is certainly inequitable and possibly illegal, since the items often don't come from the estates themselves. Are private homes charged 'bulk rubbish' when something turns up from elsewhere? No, didn't think so.

I am writing to request an internal review of Tower Hamlets Homes
Limited's handling of my FOI request '2009/10 Service Charges:
Rubbish Bins'.

I requested "comprehensive breakdown of all actual costs (2009/10)
incurred for the provision of refuse containers, including staff
and non-staff cost centres, broken down into as much detail as you
hold."

You neither supplied this information nor a refusal notice.

In reviewing the material for the investigator to review the
complaint I identified that the following should have been provided
but wasn't. This is attached.

This explains how the annual charge of £18.04 per leaseholder was
derived.

Can you confirm if you still wish to proceed with your internal
review.

investigate your complaint. Firstly can I apologise for not providing a
response within the 20 working days.

Your request was for comprehensive breakdown of actual costs incurred for

I attach information that I believe meets this request. To this extent
your complaint is upheld.

I apologise for any earlier confusion and the provision of bulky waste
information which was not the totality of the information held.

Most of this is about how a borough-wide charge, expressed in the first table, is shared pro rata between properties. Worksheet 7 lists blocks and numbers of dwelling under the title "Bulk - not recharged".

The information was not a "comprehensive breakdown of actual costs incurred for the provision of the refuse containers". It was a comprehensive breakdown of how THH says the costs should be recharged. The only data given on costs incurred was a total of £245,400 across the whole borough, with no detail or substantiation.
