Dear Tower Hamlets Homes Limited,
I am writing to request information under the Freedom of
Information Act 2000. In order to assist you with this request, I
am outlining my query as specifically as possible.
Please supply copies of any and all Excel spreadsheets that hold
information on cost-centres other than staff which contribute to
the 2008-9 Management and Administration charges.
These are the Excel spreadsheets referred to by Ruth Dowden in her
internal review of my FoI request.
"The data held under these cost centres does not just relate to
service charges and was held on excel spreadsheets. It was then
extracted to calculate the service charges. Unfortunately the
requested material is not held by Tower Hamlet Homes in a format
which allows the detail you have requested to be identified without
going through numerous spreadsheets, extracting the data and
providing descriptive information."

I would like to receive the information in electronic format,
posted on WhatDoTheyKnow.com. The directories and filenames of the
Excel files are part of this request.
If my request is denied in whole or in part, I ask that you justify
all deletions by reference to specific exemptions of the act. I
will also expect you to release all non-exempt material. I reserve
the right to appeal your decision to withold any information or to
charge excessive fees.
This request refers to all estates and blocks.
You should be able to easily comply with this request by searching
the relevant parts of your shared hard disks for files ending .xl*,
and sending the selected files to an archive format such as .zip.
I look forward to your response within 20 working days, as outlined
by statute. This should take you less than an hour.

Dear Dr McDonald,
Further to your request for an internal review dated 15 May 2011, I asked
David Galpin to investigate your concerns.
Firstly can I apologise for the delay in responding to your request. I
have now been provided with the workbook of spreadsheets referred to in
our previous correspondence, and this is attached. As you can see the
information is complex and to extract it would have taken in excess of the
appropriate limit. However, your request for it to be provided as raw
data was reasonable.
To this extent your complaint is upheld.
If you are not satisfied with the Council's response to your complaint you
have a right of appeal to the independent Information Commissioner at:
