Dear Tower Hamlets Homes Limited,
With respect to the 2008/9 Service Charge Actuals, I request:
Comprehensive information from the management accounts about all
cost centres and all apportionments which relate to the management
fee (administration and housing management charge), housing
management staff workload assessments for the latest year available
(or 2006/7 at the earliest). At the very least, these should
apportion the charges as mentioned on p7 of the “Leaseholder Focus”
that arrived with the 2008/9 Service Charge Actual invoice.
I am asking via WhatDoTheyKnow.com to save you time in future. If
you supply this information to me in public, then you can point
other leaseholders who request the same information to it.
Please provide tables, particularly very big ones, in an electronic
format that preserves both the machine-readable and human readable
information. Tables, for example, could be in XML, CSV, or Open
Document spreadsheet formats. This should also take less time for
you to prepare: you presumably already have the information on
computers. WhatDoTheyKnow.com lets you upload files.
In the long run, I encourage you to provide this data on your
website. Data.gov.uk has information for public bodies about
releasing data:

Dear Michael,
Thank you for your letter of 3rd March (in which you said that you
do not need my physical address). You replied not to the return
address I gave you in the FoI request but to my personal email
address, bypassing WhatDoTheyKnow.com. I have appended your
message, but it would help if you replied via the return addresses
of the requests.
You asked to which estate and block this request refers. It refers
to all of them.
I think that asking for all estates and blocks is the most
efficient and open thing to do. You already hold the data
electronically. Exporting for all estates and blocks should be no
more work than exporting it for one. As I said initially, you can
point other leaseholders who request the same information to this
response.

Information reviews.
I am writing to request an internal review of Tower Hamlets Homes
Limited's handling of my FOI request '2008/9 Service Charges:
Management fee'.
I was informed almost two months ago by Michael Tighe that Geoff
Payne was compiling the information.
Michael Tighe wrote "We endeavour to answer all FOI requests within
20 working days, however in certain cases, this may take slightly
longer." I remind you that your legal obligation is not to
endeavour to answer within 20 days, but to answer.
Naturally (and without prejudice), I would not be asking you for an
internal review if it had taken slightly longer. But this request
was clarified on May 1 (after being made on Feb 27), so is long
overdue.
This management information would help make the job that THH does
more transparent to its tenants and leaseholders, so I look forward
to your answer.

Information reviews. From the response, I believe that is the
corporate complaints unit.
I am writing to request an internal review of Tower Hamlets Homes
Limited's handling of my FOI request '2008/9 Service Charges:
Management fee'.
A full history of my FOI request and all correspondence is

Assuming you reply to the address given for response, your reply
(which I hope will be a full response to my FoI request) will be
available to everyone else who wants it, meaning you won't need to
deal with further requests for the same information.
The answer fails to include:
* information about the administration costs
* information about apportionment between tenant and leaseholder
costs, such as how the apportionment was done
* cost centres other than staff
* what the cost centres actually mean
* information about any more detailed information you hold but are
not giving
* apportionments as specific as the categories of work mentioned on
p7 of the aforementioned “Leaseholder Focus”
To save you some time, I will list the headings in the leasehold
focus:
* dealing with enquiries and complaints
* the raising and collection of service charges
* accountancy
* legal services involving policy and insurance
* attending resident meetings
* dealing with nuisance and anti-social behaviour
* dealing with repair queries/chase-ups, supplying information
* enforcement of lease conditions
* inspections
* resident consultation
It seems reasonable to expect that if you list these to justify the
service charge bills, you say how much was spent on each of them.
Please contact me for clarification if you are not clear about any
of my questions. If you do claim an exemption, to keep things
clearer please do not collate your response to this appeal with any
others.
Tim Rodgers cited no exemptions for this, but simply failed to give
the information. Please supply the information I requested.

I am writing to confirm that I arranged for Jill Bell Head of Legal
Services (Environment) to deal with your request made to Tower Hamlet
Homes Limited on 9^th September 2010 for an internal review of the
handling of your FOI request regarding 2008/9 Service Charges Management
Fee. As requested this response is being posted on the whatdotheyknow
website rather than sent to you direct.
The points that you made in your request are that the answer failed to
provide the following
1. Information about the administration costs
2. Information about the apportionment between tenant and leaseholder
costs such as how that apportionment was done
3. cost centres other than staff
4. what the cost centres actually mean
5. information about any more detailed information you hold but are not
giving
6. apportionments as specific as the categories of work mentioned on page
7 of "Leaseholder Focus" namely:-
a. dealing with enquiries and complaints

The review has shown that the "Leaseholder Focus" which went out with the
2008/9 service charge actual invoice was an explanation of what made up
the services charges. The data was not organised in such a way that one
can point to a cost centre which relates to one of those headings. The
document was designed to give a general description of the methods of
apportionment and sought to explain what the management and administration
costs cover.
Whilst Tower Hamlet Homes can provide explanations about how the
apportionments were done there are no documents which do this other than
the Leaseholder Focus which you already have. Therefore, under the terms
of the Freedom of Information Act, all existing information has already
been supplied to you. There is no requirement under the Act to produce
further information to answer a query.
You have asked for cost centres other than staff and what the cost centres
mean. The data held under these cost centres does not just relate to
service charges and was held on excel spreadsheets. It was then extracted
to calculate the service charges. Unfortunately the requested material is
not held by Tower Hamlet Homes in a format which allows the detail you
have requested to be identified without going through numerous
spreadsheets, extracting the data and providing descriptive information.
This would require in excess of 18 hours work and is why Mr Rodgers
supplied you with the summary of the costs. This should have been
explained to you at the time you made your request
I confirm that there are no further internal review processes available
through London Borough of Tower Hamlets.
If you are subsequently not satisfied with the Council's response to your
complaint you have a right of appeal to the independent Information
