Hello Ms. Lay,
I'm still not sure if there was a search carried out to find if
this strategy document is available in the Council Archive. Is it
possible to find out if this has been done and if this 2006
strategic corporate document has been lost forever?
Yours sincerely,
Mr. Jed Keenan

Dear Ms. Lay,
May I ask for a review of this reply as it doesn't make any sense
at all and I am wondering what the reason for this is.
I have asked for data from the Community Services Directorate and I
have received a reply from the Neighbourhoods & Regeneration
Directorate. I have previously asked the Officers of the Markets
Department for copies of their strategy documents be sent to me, in
this case one that is less than 4 years old and detailing their own
5 year strategy, and have been told that they can't even deliver
this level of administrative competency. So I'm not going to waste
my time more than once but then this request to the Libraries,
Archives, and Information Department for the printed version of
this information seems to have been redirected and has merited this
nonsensical response from Markets:
'The council undertook a search for these minutes online and
informed you that we had not been able to locate a 2006/2007
strategy... therefore, in response to your recent request dated 08
December 2010, [for an archived hard copy of this Key Strategic
Decision] I can inform you that the council does not hold a hard or
electronic copy of this document. The information is not held.'
Do senior employees of Hackney LBC not have hard copies of their
own strategy documents? Does the author have a copy, or the
Corporate Director, or the Town Hall's own archive of minutes and
papers? Was the Executive just going through the motions in
2006/07? How many Archivists in total does the Council employ?

Mr. J. M. Keenan

Hello Ms. Lay,
The 2006/07 Hackney Street Markets and Shop Front Trading Strategy
as approved by Cabinet and Regulatory Committee in the meetings of
the 18 December 2006 and 30 January 2007 doesn't exist because…
‘the Council does not [have] a copy of the 2006/07 Strategy as [it]
was never produced.’
Are the minutes of the business of the Council’s decision making
and quasi-judicial bodies accurate?
Yours sincerely,
Mr. J. M. Keenan

This reply is to a different request [Street Markets Land Search] and I am deeply dissatisfied with this ridiculous response. Are you aware of the archived paper copies of the public meetings of the business of the Council? Since my FOI request was received on the 9th August have you or your colleagues requested the Borough's Archive for access to this information or not before replying to my FOI request?
Yours sincerely
Jed Keenan
