under the Freedom of Information Act. It should be noted that this
date was incorrectly calculated by you, for further clarification

Re: Internal Review under the Freedom of Information Act
Thank you for your email received 16/11/2009 requesting an internal review
of Royal Mail Group’s reply to your request for information under the
Freedom of Information Act 2000. This is receiving our attention and I
will write to you again once the internal review has been concluded.
In accordance with guidelines from the Information Commissioner’s Office,
Royal Mail will answer all appeals and requests for internal review of FOI
requests as soon as it reasonably can. This will usually be within 20
working days and in any case no later than 40 days from receipt of the
appeal.
In the mean time if you have any questions or would like to add any further
information for consideration then please do not hesitate to contact me.

Dear Sir or Madam,
Further to the request for an internal review sent on the 14th
November (and as such received by you on the same date as
stipulated in the FOI Guidelines issued by the Information
Commissioner) I wish to add the following in light of your late
refusal notification on the 16th November, 10 working days late.
I request that you reconsider your reasons for withholding the
information, as your reasons in the public interest test are biased
towards withholding the data despite developments such as Early Day
Motion 2000 along with a public petition:

It should be noted that the request was for an historic data set
from 1994, which is now of little (if any) commercial value and is
no longer available to purchase. The data has changed many times
over the last 15 years through several updates. These changes
consist of new addresses (e.g. new builds), post code splits (e.g.
XX1 1AA becoming XX1 1AA or XX1 1AB depending on the property
address) and changes to the postcode (for example XX1 1 becoming
either XX11 3,XX11 4 or XX11 5). Collecting the data changes to
bring the data set up to date would be financially unviable, as
specific details of the changes occurred are not publicly available
(with exemption of the last 3 which are available on your website),
and there has been no request for this information.
