Dear Land Registry,
18 Welleseley Road, W4, Chiswick has been vacant and in disrepair
for some 9 years. Local organisations have petitioned the council
to rectify this situation but Hounslow Council has told me they are
not the owners.
I am therefore contacting you to find out who the legal owners of
the above mentioned property are, including their names and
addresses, so that I may contact them directly to make an offer for
the property.

Dear Mrs Whalley
Thank you for your enquiry, which has been passed to me to answer.
Unfortunately, I am unable to comply with your request for information regarding the above property, at this time, as the information is available under the statutory services we provide under section 66 Land Registration Act 2002 and not under the Freedom of Information Act provisions, therefore a fee has to accompany any request for information.
Please note we will only be able to give you information regarding the property if it is registered.
I attach a link to our Practice Guide 1 which give full details on the information Land Registry keeps and how to obtain it.

There are 3 ways of obtaining information from us
1. You may visit our website at www.landregistry.gov.uk and use our ’Find a Property’ service by typing in the postal address. Once located the service will confirm whether information is available and if it is then you can view/download an electronic copy of the title register/plan. The Proprietorship register, which forms part of the title register, will state name and the supplied address for service of the current registered owner(s). The service is explained in more detail on the website. The minimum fee for our online information is £4 payable by credit/debit card.
2. Alternatively you may make a postal application called a ‘Search of the Index Map” by lodging a completed Form SIM, link attached below, together with a plan identifying the property to be searched. A minimum fee of £5 is payable for completion of such an application. Cheques should be made payable to ‘Land Registry’. Section 2.4 of Practice Guide 1 refers to how to find out if land is registered and gives details of our requirements for any plan lodged with the application. The application should be sent to the Land Registry office that covers the area in which the land falls. Appendix F and Appendix G of Practice Guide 1 gives details of the areas served by Land Registry offices and their addresses.

If the property searched is registered, then a copy of any title(s) can be obtained either by post using form OC1, link attached below, or by using our online Find a Property service as explained above and in Practice Guide 1. If a form OC1 is used then this too should be posted to the Land Registry Office. There is a minimum fee of £8 payable for an OC1 application for an official copy of the title register. Cheques should be made payable to ‘Land Registry’. The application should be sent to the Land Registry office that covers the area in which the land falls.

3. You may also visit a Land Registry office to apply in person. You should telephone our Customer Support Centre on 0844 892 1111 to make an appointment, giving at least 24 hours notice, before visiting.
Again, please note that if after investigation the property is unregistered, then I am afraid we will have no record of ownership.
