Request under the Freedom of Information Act 2000 (FOIA)

I have been requested to carry out an independent review on the way that your request has been handled.
I have now carried out a review and my findings are as follows -
Background to the request
I note that your previous correspondence, dated 29th September 2009 requested information pertaining to -
Two of your police officers--Philip Parr and Charles Fletcher--were
found in court to have aided the Gunn crime syndicate.
I am curious as to how this corruption affected the force. I am
keen to receive any document that would help me establish the
extent of the infiltration, what information these corrupt officers
accessed and how this affected the force.
For example, did it aide the murder of John and Joan Stirland? Or
frustrate enquiries into the murder of Marion Bates or Derrick
Senior?
The formal response, to your FOI request, was provided by the Freedom of Information department on the 22nd October 2009.
My findings are -
I feel that the information provided to you from the FOI Officer was concise in nature and addressed all issues raised. An explanation was provided as to the Nottinghamshire Police's stance in relation to corruption and dishonesty and its impact on police operations.
In respect of the information that was not provided, a full explanation citing the relevant exemptions of the Freedom of Information Act 2000 was provided and a refusal under Section 17 was issued.
As stated requests under the FOIA 2000 are about information held by an organisation and not an opinion of an individual officer.
Therefore I feel the disclosure was correct.
If you are still not satisfied with our response you can submit a formal appeal, for your request to be looked at further, this will entail -
A full investigation, carried out by the FOI Officer, which will be reported and presented, to an Internal Appeal Board. This will include a full account of the reasoning for or against disclosure and the application of any relevant exemptions.
The Internal Appeal Board will consist of at least, a member of the Chief Officer Team, a member of the Legal Team, and myself.
The appeal will be fully recorded and a copy of the outcome will be provided to you.
