Your request for information has now been considered and where possible the information requested has been disclosed.
For ease of reference I shall respond by addressing each of your requests in turn:
1. Please tell me the names and positions held by all the people entitled to seat on the DCB (departmental contract board).
Prior to Departmental Contracts Boards ceasing to exist, the following officers were able to sit on the DCB relevant to their service area:

It would not be possible to provide you with a list of the names of the “representatives” as that membership was not fixed. Were that information available it would in any event not have been disclosed since it would either be exempt under section 21(1) as information available on the City Council's website or for those staff who are not senior officers, information which would have been refused under section 40(1) as personal data.
Furthermore I am not obliged to supply all of the information you have requested. In accordance with the Freedom of Information Act 2000 this letter acts as a Refusal Notice. The exemption applied is section 21(1) as this information is accessible by other means. This exemption applies because the names of the senior officers listed above are available on the City Council's website.
2. Please tell me the names of the individuals that attended (all meetings) and the manner in which they voted, in relation to the allocation of, and or extension of contracts concerning the ongoing motorcycle parking scheme.
This information does not exist, accordingly the City Council does not hold the information.
3. Please release copies of the minutes of all of the meetings, concerned in the above matter.
This information does not exist.
4. Please state under what authority the DCB can exceed any or all preset limits for contract allocation or extension.
Please find enclosed an extract from the Procurement and Contracts Code which details the responsibilities of DCBs.
5. Please state who with in the legal department accepted the legality of any motions that were past by the DCB, and the amounts that the value exceeded the preset limits.
This information does not exist.
