Dear Mr Williams,
TYNWALD DAY COSTS

Thank you for your e-mail dated 23 September 2009 asking about the costs incurred by
the Ministry of Defence (MOD) in supporting the Tynwald Day ceremonial events in 2007, 2008
and 2009 and whether any of the costs are passed on to the Isle of Man Government. Your
correspondence has been considered to be a request for information in accordance with the
Freedom of Information Act 2000. Before answering your questions firstly let me apologise for
the delay in responding to your request.

Ministry of Defence support to the Tynwald Day ceremonial events is classed as a
Category 1 Programmed requirement and hence the costs are not reclaimed from the Isle of Man
Government. Category 1 events are classed as:-
Any State/MOD engagement or function sponsored directly by the MOD.
Examples that fall into this category are support to all State and reciprocal
Foreign & Commonwealth Office State Ceremonial such as State Visits, State
Opening of UK and Isle of Man Parliaments and Assemblies, annual
British/ANZAC/Belgian Cenotaph Parades, Royal/Cabinet/Defence
Council/Service Board/Arms and Directorate entertainment and any other MOD
engagements as advertised in the Defence Services Secretariat’s Calendar of
Anniversaries and Commemorative Events, e.g. Armed Forces Day annually.

For the Tynwald Day Ceremony the Ministry annually provides a guard of honour and a
military band on a rotational basis between the Services. The Royal Navy provided them in
2007, the RAF in 2008 and the Army in 2009. Details of the costs for 2009 cannot be separately
identified at the moment. The costs incurred whilst on the Isle of Man are the responsibility of the
Isle of Man Government and the MOD does not have sight of them. The extra costs

associated with these duties are as follows:
1 The Ministry is responsible for paying for the travel and subsistence costs of the personnel until they reach the Isle of
Man, after which the Isle of Man Government is responsible.

When schedules and weather permit a flypast is provided by one of the squadrons based
at RAF Valley, the RAF’s fast jet pilot training centre, on Anglesey as part of a training flight.
There are no extra costs associated with providing this flypast.

not possible and you are still dissatisfied then you may apply for an independent internal review
