PROPOSAL
1. EXECUTIVE SUMMARY
The Executive Board, at its meeting of 9th July 2004, noted the Granby Toxteth Masterplan as a concept document which outlined a vision for the area.
The Board also agreed that further progress reports should be brought forward, including details of consultation undertaken.
This report describes work undertaken by South Central Neighbourhood Team since February 2005 with major partner agencies - housing associations and the lead developer Gleesons, to implement the Masterplan on behalf of Granby Toxteth Partnership Board (GTPB).
2. UPDATE REPORT
2.1 PURPOSE
This report is for information to brief Members on progress in respect of the implementation of the Granby Toxteth Masterplan.
2.2 INFORMATION
The Granby Toxteth Masterplan was developed by the Granby Toxteth Partnership Board (GTPB). It was approved by the City Council Executive Board in July 2004. It is now being used within the Housing Market Renewal Initiative (HMRI) programme in the area, as the basis for more detailed concept planning. This work is due to be completed in October 2005.
At the same time that the Masterplan as approved, The INclude Consultancy (TIC) was engaged by the GTPB to produce a business plan for its delivery. The business plan has now been completed and its' working title is Diverse City 8. The Diverse City 8 business plan recommends a restructured GTPB to lead Masterplan implementation in east L8. It was formally approved by the GTPB on 12 May 2005.
The restructured Board will include:
Five community representatives
LCC - Sir David Henshaw/Andrew Nembhard
LCC - Divisional Manager Neighbourhood Services (Keith Gerrard)
Two ward councillors
One RSL representative
Representation from Children Services/Central PCT, Merseyside Police.
Representation from Gleesons; the HMRI lead developer for the South Central Zone.
The current chair will continue in place for 18 months.
A delivery team has been identified from existing partner resources. This will include Gerard Murden and Erika Rushton from INclude and Elaine Stewart, (South Central Neighbourhood Management Services Team Leader) from Liverpool City Council. Elaine will be responsible for coordinating a small multi-agency team and supporting effective links to the GTPB and stakeholders. The key programme themes will be:
Enterprise,
Environmental Services,
Physical Regeneration,
Board Support
Stakeholder Involvement
Community Regeneration.
This structure mirrors the existing (west L8) INclude model where a core team of 5 staff have co-ordinated the activities of over 70 staff in the area.
Potential funding for the work programme will be identified from a variety of sources including LCC revenue and capital programmes; HMRI and European Funds; Housing Association and private sector investment.
A joint staff away-day incorporating a session with Board members was held on 18th July. The next steps are:
To agree the name and branding for the new neighbourhood delivery vehicle;
To re-launch the GTPB;
To agree a work programme with targets, timescales and areas of responsibility, to be presented to the GTPB.
TIMESCALE
Programme delivery is ongoing, but where individual projects are challenged by funding timetables, this is identified in the body of the report.
ISSUES
KEY ISSUE UPDATE
Granby Renewal Area
Progress is being made on the Four Streets development. The developer Lovells and South Central Neighbourhood Team have met with Granby Residents Association Regeneration Steering Group on 4 occasions sharing and amending proposals. A revised scheme incorporating residents' comments has been costed up by Lovells and is currently being financially appraised by officers.
Granby Mini-Triangle. Housing Corporation ADP is available for the refurbishment of five large properties into family homes. Steve Biko Housing Association also has ADP to develop 20 units for rent and shared ownership over the next two years in and around Mulgrave Street. A full planning application is shortly to be submitted for this.
2 - 12 Eversley Street is a block still waiting to be demolished from the Clearance Area and delayed due to problems of acquisition of one property. This is shortly to be resolved and hopefully we will be able to demolish the block this financial year. An Ombudsmans' enquiry has recently been withdrawn after information provided by officers.
Lodge Lane Renewal Area
The consultants' draft final NRA study has been submitted to officers. A briefing note outlining the findings of the NRA is in preparation to be presented to the Executive Member for Housing and Social Care.
Shops Upfront.
The Culture Company and the HMRI Living Through Change programme are jointly bringing £100k investment into two sustainable blocks of shops at the Sefton Park end of Lodge Lane, for a creative programme of improvements to shop fronts and accommodation above. The scheme has been prepared and tenders received for the commissioning of an artist to deliver the scheme.
Lodge Lane Commercial Centre
Officers are continuing to facilitate site assembly for the Lodge Lane baths/library/scrap yard site. A mini-masterplanning exercise is being undertaken for the Baths site by Gleesons
The Tiber community partnership is imminently expected to deliver their first phase Feasibility Study report.
Princes Boulevard Heritage Trail
The Feasibility Study has been completed, and will go to officers and Members for further consultation. Liverpool Biennial is now leading on implementation of the heritage trail aspect of the refurbishment, and City Centre Projects have agreed to project manage the landscape works. Officers are assembling project funding. The estimated £1m scheme will include enforcement on the owners of the remaining few derelict houses on Princes Road, landscape improvements and traffic engineering improvements.
FUTURE ACTIONS
Members note the report and continue to receive further updates on progress. Further reports on the Granby Renewal Area and Lodge Lane NRA study will be brought forward separately.
