Executive summary:
The purpose of the report is to update members on progress in implementing Granby Toxteth Masterplan and includes details of further involvement of Granby Toxteth Partnership in the development of a business plan for delivery of regeneration and neighbourhood management in the area. It follows approval of the Granby Toxteth Masterplan at the Executive Board on 9th July 2004.
TiC consultants were engaged on behalf of GTPB in July 2004. The GTPB received an Interim Report at its meeting of 11th October 2004, which was discussed, debated and agreed. GTPB has given TiC instruction to discuss their plans and take soundings from as many GTPB members as possible. The TiC consultants have been able to meet with the majority of the Board members, the Greenhouse project and other key agencies and details of those discussions will form part of the final report to the Board at the end of November. This report will then in turn be brought to the Executive Board in the new year.
The final draft NRA report for Lodge Lane Priority Neighbourhood was submitted at the end of October to officers for comment, and once finalised, the findings will be reported to Executive Board early in the new year.
An event is being developed to promote the future of the Lodge Lane commercial and shopping centre. The NRA report will advise on options for the future of the retail businesses on Lodge Lane. HMRI/Gleesons will also develop their ideas about the Lodge Lane commercial core in the context of the NRA findings, as part of the production of a concept plan for City Centre South Investment Framework. Very initial discussions have taken place with the Mosque, in the context of the re-development of Mulgrave Street, about the possibility of re-location to Lodge Lane area.
The decision on the preferred developer and scheme to deliver the development brief for Granby Triangle, was considered by the Executive Board on 10th December 2004. This authorises officers to continue discussions with English Partnerships to explore sources of funding and enables the start of detailed community consultation led by the Neighbourhood Manager for South Central and the preferred developer.
Discussions are under way with relevant officers from Planning Services regarding the most effective way to achieve the aim of retaining the historic urban form and design quality of this quarter.
Officers from SCNT have been working with the Sure Start intervention group to look into the joint resourcing of environmental improvements of a site between the Granby old school and Kingsley School. The Executive Board will receive a report in December making recommendations to re-focus the Sure Start capital programme.
2.8 Heritage Trail Princes Boulevard Steering Group has been convened by INclude since January 2004. The group has endorsed the formation of a working group of officers and partner agencies, to let a contract to 2020 for a Feasibility Study on the refurbishment of Princes Avenue Boulevard. The study is in train, and is expected to be completed by early 2005. The report will identify technical opportunities and constraints for refurbishing the Boulevard in a manner sensitive to its high heritage value. It is envisaged that there will be a period of community consultation in early 2005 prior to the engagement of landscape designers to undertake the works; and prior to the inception of a public arts strategy for the proposed Heritage Trail.
The lead developer Gleesons along with the Neighbourhood Manager for South Central and the lead RSL, PLUS Housing, are now actively progressing the development of a concept plan incorporating the Masterplan proposals, to be used as a framework to attract and guide future investment, both private and public sector.
3. FUTURE ACTION
3.1 The Diverse City 8 project will present its final report/Business Plan to the GTPB in December. This will include a staffing structure for the future operational delivery of the Masterplan; ideally there would be a Neighbourhood Director, to work with lead partners and to represent the GTPB at strategic discussion level.
3.2 The SCNT has secured a further £75,000 NRF for 2004/05, and this will enable the further development of the key projects in the Masterplan.
3.3 The Princes Avenue Boulevard feasibility study will identify the cost of a refurbishment programme, and possible phasing of works.

The DC8 project supports and furthers key divisional objectives through the effective co-ordination of resources by innovative partnership working with RSLs and partner agencies. It will facilitate the delivery of housing market renewal, through an approach rooted in sensitive community engagement. This approach, combined with an improvement in neighbourhood management, community safety, street based services and access to employment for local people, will give the optimum chance for the re-development envisaged by the Masterplan to be sustainable.
