1. Property details

There are 26 houses in total, 7 of which are residentially occupied -

18 vacant (2 LMS, 16 LCC)

2 RSL tenanted

1 private rented in multiple occupation (unlicensed)

1 RSL owned, used by LMS

4 owner occupied

2. RSL involvement in Hatherley Street proposals

RSLs are not involved in the recommended course of action other than the offer of Steve Biko HA to work with residents on the proposed redevelopment if the residents so wish.

3. Basis for recommended course of action

The Neighbourhood Renewal Assessment (NRA) option appraisal which underpins the report to Executive Board has been carried out

4. EB Report Recommendation

The key element of the recommendation is that officers discuss with residents the possibility of redeveloping the fully vacant side of Hatherley St, involving residents in decisions about design, costs and standards, to produce affordable new homes for them and for other Granby residents.

A further report is to be submitted to Exec Board after 6 months. If by that time residents have not agreed to proceed with the recommended option this will be reported and elected members will decide the way forward.

5. Heritage

These properties are similar to the many pre-1919 terraced houses throughout Liverpool. The NRA comments that the properties have no special qualities.

6. Offer of improvements by residents / LMS

No offer to improve all 26 properties has been received from either LMS or residents. When consulted with regard to the options, LMS only indicated a preference for all of the houses to be retained and improved. No further communication has been received.
