I write further to your request dated 19 September for an internal review of the handling of your request for information relating to the need for further consultation on Dog Control Orders. In particular, you requested a review of the decision that the council holds no information with respect to your request.
In accordance with the Act, an independent review has been carried out to determine whether the initial reply was correct. Officers in relevant departments have been contacted and requested to carry out further searches. These searches have identified 2 pieces of information that seem to be relevant to your request.
Please find enclosed the following pieces of information:
Information provided by the Head of Community Safety Services dated 7 May 2009
A document titled `Beach Dog Bans'. This document was created in July 2009, following site visits made by officers and formed part of the initial assessment prior to consultation. This may not be an accurate reflection of the proposed dog order which is due to be published for consultation in the next few weeks.
Having exhausted our searches, I do not believe that the Council holds any other recorded information that is relevant to your request.
The need to review our Dog Control Orders, particularly the dog exclusion zones, was identified through the experience of their enforcement, by the Dog Wardens and Environment and Neighbourhoods Officers, as well as through the verbal feedback and comments received from residents and elected Members. It was also recommended by the ENCAMS that our dog exclusion zones should be reviewed in order to comply with the requirements of the Quality Coast Award.
I trust that this matter has now been resolved to your satisfaction. However, if you remain dissatisfied with the way in which your request, and/or internal appeal, have been dealt with, you have the right of further appeal to the Information Commissioners Office at Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, www.ico.gov.uk.
