still unable to send you a substantive reply.   This is because we are still considering 
the public interest test under sections 27 (International Relations). 
I apologise for the time it is taking to consider your request and I can confirm we are 
close to finalising the response.  We hope to let you have a final response by 18 
November 2009.

wish to make a complaint or request a review of our decision, you should write to me
