Thank you for your request for information dated 28 August 2008, relating to FOI 4307. I apologise for the delay in our response. You have requested the following information:

I have seen a letter sent out to all Verrus shareholders advising them that said company had won the tender for providing Pay-by-Phone in Westminster. However this letter was dated before other companies who had tendered had been notified and before Westminster City Council had made any announcement.

  1. Please could you advise if it is the Council's policy to notify the successful company that they have won the tendering process ahead of the companies, which had lost?

  1. Is the information regarding the tendering process for the pay-by-phone contracts available anywhere on your web site?”

In response to your request, I can advise you of the following:

  1. Westminster City Council (WCC) sent letters to all parties on 30 November 2007. These letters confirmed that Verrus UK was the successful bidder and that the award was conditional on any challenge permitted during the Alcatel period (i.e. the period of ten calendar days following the notification of an award decision and before the contract is signed with the successful supplier).

In addition, all contracts awarded by WCC are done so in accordance with its own competitive process including all United Kingdom and European Union legislation.
