Yellow box guidance notes 
Issue 1 

Purpose 
This document describes processes and procedures for enforcement of 
Yellow Boxes. 

Scope 
This procedure applies to the enforcement of Yellow box junctions located 
on the Transport for London Road Network (TLRN) often referred to as the 
Red Route. 

Procedure 
3.1 Legislation 
Transport for London enforces box junctions under civil enforcement 
legislation; The London Local Authority and TFL Act 2000.  
3.2 
Capturing the evidence 
The following criteria should be used to determine if a contravention has 
occurred. 
•  Check the box junction is enforceable 
•  Set the camera to the required position 
•  Wait for a vehicle to contravene (See minor infringement below) 
•  Capture evidence of the contravening vehicle 
•  Ensure that at least half of the vehicle has remained stationary in the 
box for 5 seconds.

Double box; Box Junctions 
On larger roads such as dual carriageways drivers will encounter two yellow boxes 
when they wish to cross or turn right at the main road.

If a vehicle is crossing the main road they should not stop in yellow boxes 1 or 2 
above. If a vehicle does stop it should be considered as a contravention and the 
vehicle observed in the normal way. If a vehicle is turning right they are permitted to 
stop in boxes 1 and 2 above and should not be considered as a contravention.
