Dear Mr Cannon

Freedom of Information (FOI) Act 2000: Request for information

Thank you for your request for information relating to FOI/4172, You have requested the following information:

1. Why isn't free covered parking advertised? If it is, can you tell me where? Is it advertised in or around the covered car parks?

2. When I pay to park in bays on the street, my scooter gets moved around and even has been taken off the stand and allowed to stand wedged in, it has also been moved out of the bay completely. Why should I pay for that privilege when I can park in a marked out bay for free in a covered parking lot?

3. Lastly, it doesn't seem fair that I now park for free, with security and patrols, whilst remaining protected from the weather and yet a week ago I was paying to stand in the weather with mobile phone in hand to pay for none of that at all. What is the rationale behind that? If you were considerate about your customers, how do you justify that we pay for nothing and yet get protection for no charge at all?

In response to your request I can advise you of the following:

  1. There are a limited number of free spaces in the City Council Car Parks. This information is available to the public, advertised on the City Council's website:

http://www.westminster.gov.uk/services/transportandstreets/parking/wheretopark/vehicletype/motorcycle/

Therefore, this information is exempt under the Freedom of Information Act (Part II; 21. (1)) : reasonably accessible to applicant by other means.

  1. & 3. Full details of the motorcycle charging scheme rationale can be found in the Cabinet Member Report, dated 12 May 2009, “Six Month Review and Recommendations for Change”:

Therefore, this information is exempt under the Freedom of Information Act (Part II; 21. (1)): reasonably accessible to applicant by other means.
