Thank you for your request for information that was logged on 28 August 2009 relating to FOI/4299, You have requested the following information:

Please supply me with a list of all motorcycle parking bays being sure to include the following information:
In the case of underground car parks: The name of the car park, the level of the car park, number of painted bays, capacity of each bay, dimensions of the bay nearest to the cm with measurements in cm (not to include width of the painted lines), security features offered.
In the case motorcycle parking that is on street level:
The name of the road the bays are located in, including full postcode, so multiple bays on street are more easily identified. Capacity of the bay, dimensions of the bay to the nearest cm (not to include the width of the painted lines), security features offered, nearest public phoned measured in meters to the nearest 5 meters.
In addition can you include information on what the total cost to me of using your parking system would be if I were to need to park my motorcycle for 2 hours? Please highlight the cost of any optional features. In the case that you feel there are multiple interpretations of a question I have asked, please supply answers to all possible interpretations of the question.
In response to your request I can advise you of the following:
On the Westminster website or via the link below at the foot of the page, you will find a list of all the car parks with motorcycle bays and also the number of bays per car park. There is a map available on the website, which shows where the entire on street motorcycle bays are within Westminster with a list of the streets.
Therefore the information you have requested is contained within the Publication Scheme which can be found on the City of Westminster website via the link below.
This information is exempt from the Freedom of Information Act under Section 21 as it is accessible by other means, e.g. the City Councils website. As such, this letter constitutes a refusal notice under Section 17 of the Freedom of Information Act.

The number of motorcycle bays per car park can be found via the link below.
Regarding the dimensions of motorcycle bays in car parks, as they are not in the Traffic Signs Regulations and General Directions (TSRGD) 1994, and not enforced, Westminster Council will not hold the size of the bays on our data.
Westminster Council car parks have CCTV, which is monitored 24 hours a day, 7 days a week and with trained attendants. All of the Westminster City Council car parks have been awarded the Safer Car Park award.

As stated above you are able to find the street or road name for all motorcycle bays you require via the map available on the website or via the link below at the foot of the page.
You are able to find the postcodes you require by accessing the map, which will give you a list of all the streets with motorcycle bays.
With reference to the size of motorcycle bays on street, I can advise there is no set measurement for motorcycle bays although the standard depth is 1.86m, based on the depth of existing residents/visitors parking bays. We also have some much narrower bays where the bikes park parallel to the kerb and these are a minimum of 0.8 meters.
Regarding security for motorcyclists on street, Westminster Council has been doing trials on security devices for motorcycles, such as Sheffield Stands and also ground anchors across the borough.
This information is not held for the purposes of Section 1(4) of the Freedom of Information Act. I am unable to give you the locations of all the Public telephones nearest to the motorcycle bays within Westminster as we do not hold this information; however, you can either contact Transport For London on 0845 603 4545 (Option 2), or contact British Telecom who should be able to assist you.
The cost to park a motorcycle off street is free, and the cost to park a motorcycle on street is £1.00, which allows you to park for 24 hours, which would equate to approximately 4 pence per hour.
If you wanted a reminder text messages sent to you this would cost a further 10 pence, also confirmation of payment text messages also costs 10 pence.
