I am writing in response to your request for information of 26th August 2009 about Supporting People outcomes data. Your request has been considered under the Freedom of Information Act 2000. I can confirm that Communities and Local Government does hold the information that you have requested and that I am able to provide you with the following information in the accompanying excel spreadsheet:
Information submitted both on short-term and long-term service forms for both 2007/08 and 2008/09. As requested for each provider held on the database we have provided:
the National Client Record Provider ID;
the National Provider ID;
the organisation's name;
the Supporting People Administration Authority;
the total number of outcome forms submitted (this differs slightly from your original request but as discussed on the phone and clarified in an email sent to you 15.09.09 you agreed that it was actually the total number of outcomes forms you were after and not the total number of client record forms).
In addition we have provided you for each provider the total number of clients who:
were identified as being in need of support for each outcome
were identified as having achieved each outcome
We have also provided on the attached spreadsheet for each provider (not grouped by SP Administrating Authority) and SP Administrating Authority (not grouped by provider):
Averaged number of `in need' outcomes per client
Average number of `actual outcome achieved' outcomes per client
Number of outcome records submitted (again we clarified on the phone and followed up in an email on 15.09.09 that it was outcomes form numbers you were after)
For the above we have also split the information by ethnic group as you requested
As you have noted in your FOI request there is an issue of confidentiality where as a result of sub-dividing the data into providers, numbers of records can be small (5 or fewer) and there is a risk of individuals/clients being identified. We have therefore not included providers in the attached dataset who have submitted less than five outcome records on personal data protection grounds. This information is exempt under S.40 (2) of the FOI Act as it is capable of constituting the personal data of third parties. We have also had omitted some records where a service provider or Administrating Authority has less than five individuals/clients within the ethnic group categories you have defined for the same reason. You can find out more about this in an accompanying note we are also providing.
As mentioned above we are providing you this data in an Excel spreadsheet but in addition have also provided you with an accompanying note to aid any analysis and drawn your attention to caveats around use of this data.
