Dear Mr Kay

Freedom of Information Request

I enclose the information you requested under the Freedom of Information Act 2000.
Some of the information you requested has been withheld because an exemption
applied.

The original request asked for details of expenses claimed by all staff currently
employed by the Council for the last 4 years.  Expenses paid prior to 21 December
2007 were paid through the Council’s accounts payable system and no information is
held within this system (for example payroll number) to enable us to cross reference
easily to records held in the payroll system.

Section 12 of the Freedom of Information Act provides an exemption from a public
authority’s obligation to comply with a request for information where the cost of
compliance is estimated to exceed the appropriate limit.  The Fees Regulations state
that this cost limit is £450 for this authority.  We estimate that we would exceed this
limit if we were to provide the requested information for the last four years.  However,
we have been able to extract the information requested within the limits laid down by
the act for claims paid from 21 December 2007 when we changed the system used
to pay expenses.  The expenditure disclosed includes all reimbursements to
employees for expenditure paid through the expenses system.

Some data including employee names and exact current salaries of council officers
has not been disclosed because it is personal information exempt from disclosure
under Section 40(2).  We have chosen not to disclose current salaries against post
titles as for many posts this would enable the identification of individual members of
staff.  However, we have provided the full time lower and upper salary bands for
each post.

If you are not happy with the information enclosed or are not happy with the way in
which your request has been dealt with please contact Julia Minns, Head of

David Horspool, Director of Finance, Cambridge City Council,
Second Floor. Lion House. Lion Yard, Cambridge, Cambridgeshire, CB2 3NA,

Accounting Services.  You may also contact the Information Commissioner if you are
still not happy with the way your request has been dealt with.  The Information
Commissioner’s address is:
