Freedom of Information (FOI) Act 2000: Request for information
Thank you for your request for further information relating to FOI/4255a in which you state:
1. It is illegal for a vehicle parked on the road to not display a valid tax disc and I have now reported all registration marks of scooters used by Westminster CEOs to the local police.
2. Please provide proof of purchase of parking permits for all 15 scooters used by CEOs.
3. Do CEOs have special dispensation or do they have permits to park in Motorcycle Parking bays? You have told me that all NSL mopeds have valid parking permits and that they have special dispensation to park. It can't be both. I don't understand why Westminster City Council would buy permits for them if they have special dispensation to park in bays as this seems a waste of the tax payers money.
In response to your request I can advise you of the following:
1. All NSL mopeds used on this contract are taxed; however, there have been some recent incidents where tax discs have gone missing, presumably stolen. This would explain why some mopeds may have been observed displaying no tax disc. The DVLA have been notified and replacement discs ordered.
2. Please allow me to correct previous information incorrectly given by the contractor NSL (National Car Parks Services Limited): there are only eleven mopeds in use Westminster and not fifteen as had been originally stated. The pay by phone account for each of these has been verified by the City Council and copies of the receipts are attached on e-mail.
3. Mopeds used by CEOs are exempt from parking enforcement only whilst carrying out their daily patrols. The purpose of having the motorcycle parking permit is to allow them to be parked legally in a motorcycle bay when they are not being used.
