Why do scooters used by the CEOs in their enforcement duties not display valid tax discs?

In response to your request I can advise you of the following:

All NSL mopeds used on this contract are taxed; however, there have been some recent incidents where tax discs have gone missing, presumably stolen.  This would explain why some mopeds may have been observed displaying no tax disc.
