Re: Freedom of Information Request 4255

Thank you for recent e-mail correspondence that logged with the reference to FOI/4255, in which the you have commented on FOI4176 and FOI4224 as follows:

`The definition for dispensation is "the relaxation of a law in particular circumstances; the act of an authority making an exception to laws, standards, or customs" which i would assume means that CEO's can park for free. Please clarify if CEO's can park scooter's in motorcycle parking bays for free, or if they have paid for permits. If they have paid for permits, please provide proof of payments by receipts'.

Whilst the above has been noted as a commentary on responses already given, I can advise you of the following:

There is no contradiction in the specific information given to the following Freedom of Information requests cited:

FOI4176: Civil Enforcement Officers will not be issued with Penalty Charge Notices when carrying out enforcement duties (Traffic Management Order 2002, the City of Westminster (Waiting and Loading Restriction) No1, part 13 (d). (13).

FOI4224: an annual permit covers each moped used by Civil Enforcement Officers in carrying out their enforcement duties.

In respect of clarification of CEOs having to pay for permits individually, CEOs are not individually liable for the permit payment.

It can also be confirmed that Mr Daly of Parking Services Customer Relations Department has been given informal training on Freedom of Information (2000) correspondence. This training has been verified and approved by the City Council's Knowledge and Information Management Team.
