Developing an Oldham Partnership Alcohol Strategy

Introduction
This report follows previous reports to EMT on 10th and 17th March 2009 concerning Civil Contingencies. In those reports, EMT approved a new Escalated Response Plan and commissioned a new Emergency Management Plan to be prepared for September 2009.
A draft Emergency Management Plan has been completed and is attached as an Appendix. The Plan is in line with best practice and utilises the Gold - Silver - Bronze template for emergency management that is recognised by emergency services and the UK Civil Contingencies Secretariat.
The new Plan is much simpler than the existing plan and focuses on strategic and tactical leadership of an emergency and communications requirements. The specific detailed plans for each critical service, special sites or particular types of incident, will sit underneath this overarching Plan.
The critical aspect of the Plan is the setting of a Gold Strategy. This is set by the Chief Executive of the organisation and encapsulates the organisational vision and behaviours that would characterise our response to an emergency. EMT is now invited to consider what Gold Strategy should be set.
The Gold Strategy is not fixed, it can be amended or updated in line with the demands of a particular emergency, but the core strategy, set in advance, would be used from the start of any incident and would permeate throughout all of the plans. It is, therefore, a critical piece of work.
There are no parameters for a Gold Strategy, but EMT may want to consider:
How do you want people and the community to be treated?
What is your objective in implementing an Emergency Plan?
How do you want your staff to behave in an emergency?
How do you want to allocate resources?
How will you ensure that the response is deployed in a planned manner, in accordance with the law and within resource boundaries?
What will your approach be towards partners?
The statements in answer to questions like these form your Gold Strategy.
