Thank you for your request for information, which we received on 3 September 2009.

The information you have requested is as follows:

  1. I would like to request the raw data set of parking tickets issued in the name of the council within the first five year period (22 July 2004 till now) broken down by: date, time, location, narrative of infraction, current status of case, next status of case, transaction details (ie, date, time and method of payments made), officer ID.

Medway council have issued the following tickets in the last five years;

47,024 Penalty Charge Notices were issued between 22 July 2004 and 22 July 2005.

43,102 Penalty Charge Notices were issued between 22 July 2005 and 22 July 2006.

40,369 Penalty Charge Notices were issued between 22 July 2006 and 22 July 2007.

43,790 Penalty Charge Notices were issued between 22 July 2007 and 22 July 2008

47,320 Penalty Charge Notices were issued between 22 July 2008 and 22 July 2009.

Medway Council are unable to break these tickets down further by time, location, narrative of infraction, current status of case, next status of case, transaction details and officer ID as the cost of complying with this request would exceed the appropriate limit for an FOI request of 2½ working days or £450.

  1. I would also like to request any information regarding `reward'/bonus schemes/contracts in place for your parking enforcement officers. This is envisaged to cover the details of any systems, including (where bonuses are paid) the amount per officer per year, for the last five years.

Medway Council's Civil Enforcement Officers are not offered a reward scheme or performance related pay. No bonus scheme is in operation.

  1. I would also ask you provide some detail about the recording processes of this parking information eg what software is used? What data fields are recorded? What other data sets it links to.

Both of the CCTV approved device vehicles have been certified as such by the Secretary of State under Article 2 of the Civil Enforcement of Parking Contraventions (Approved Device) (England) Order 2007.

The two cameras used are:

Forward vision MIC1 400 (and PCC-6P)

Won Woo WCC261 and Trinus PCC-6P

These cameras are mounted to two CCTV approved device vehicles which are clearly signed with the wording “ Camera Mobile Enforcement Vehicle” along the back, a large camera sign on both sides of the vehicle and CCTV across the front with a large camera positioned on the roof.

When a contravention is observed and sufficient evidence has been recorded, the operator will record the time in hours (HH) and minutes (MM) and sufficient vehicle identifier information is recorded in the Camera Enforcement logbook. An example of this logbook is attached.
