In response to the first item, please find attached:

Spreadsheets detailing PCNs issued between 17 July 2004 and 17 August 2009. Information relating to the transaction details for every PCN is not currently available. Should this be required, support would be needed from the Council's software supplier and will involve costs that would have to be met by you.

In response to items 2 and 3 of your request:

Harrogate Borough Council employees carry out parking enforcement, within the Council's jurisdiction. All employees are salaried and no reward or bonus schemes exist.

Penalty Charge Notices are issued using XXXX. The Council uses the Compex 3Sixty data processing package, supplied through ICES by Imperial Civil Enforcement Solutions.
