Freedom of Information Act 2000 - Request for Information
I am writing in respect of your enquiry dated 12th August 2009 for information held by the Council. Your enquiry is being dealt with under the provisions of the Freedom of Information Act 2000.
1. You requested detailed information relating to parking enforcement during the last five years.
2. The following information is provided free of charge in response to your enquiry.
You asked for the raw data set of paring tickets issued in the last 5 years and you have asked for very detailed information for each Penalty Charge Notice.
My initial assessment of responding to this element of your enquiry, is that the costs of searching, retrieval and collation of the information requested will be above the costs threshold of £450 (refer to attached guidance notes for further details). To provide this information I would have to ask our database provider if they were able to write a special software program. Currently the only way to obtain this information would be by manually looking at every Penalty Charge Notice (PCN) and copying this extensive information onto a spreadsheet or database.
Under s.12(1) of the FOI Act, the Council is not obliged to respond to your enquiry if it estimates that the costs of responding will exceed the costs threshold.
On this occasion, although the Council holds the information requested, the Council has decided to refuse this element of your request on the ground that the costs threshold has been exceeded.
Should you still require the request information I would be happy discuss this issue with the database company, and obtain a quotation for you.
You asked for details of reward/bonus schemes that are paid to my officers and, where paid, the amount paid to each officer.
I can confirm that none of my Civil Enforcement Officers (CEO's) are paid any bonuses and that their pay is not in any way performance related.
You asked what software was used to collect the data.
I can advise you that we use the SIDEM Debt management system provided by Spur Information Solutions.
3. Re-use of Information for Commercial Gain
If you intend to re-use the material for commercial gain then you must write to the relevant Department or author of the material concerned, giving full details of your proposed use of the material, including whether you intend to publish and sell the material as part of your product. You will be advised of any charge due to be paid in these circumstances and the terms of a specific licence for re-use for commercial purposes will be agreed. Please note that any fees already paid (if any) under the Freedom of Information legislation in respect of the information will be deducted from the charge for its re-use.
